Description
PR-R3-06-10086 Small Business Set-Aside Synopsis The Environmental Protection Agency (EPA) requires professional architect and engineering services to support remedial planning and oversight activities in Region III which includes Pennsylvania, Delaware, Virginia, West Virginia, Maryland and the District of Columbia. These services include site management; remedial investigation feasibility studies; engineering services to design remedial actions; engineering evaluation and cost analysis for non-time critical removal actions; construction management for implementing remedial actions and non-time critical removal actions, including issuing and managing subcontracts for construction of the selected remedy and engineering services in overseeing construction; enforcement support, including oversight of remedial investigations/feasibility studies, remedial design and remedial action, and negotiation support; and other technical assistance, including community relations, sampling and analysis support, and pre-design investigations. Services may include technical and management services supporting EPA's coordination and oversight of remedial actions where they are performed by a state, the U.S. Army Corps of Engineers, or responsible parties identified in enforcement actions. The requirement's North American Industry Classification System Code is 562910 with a small business size standard of 500 employees. At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor. This procurement envisions the award of two Response Action Contracts (RAC). These contracts will be cost-plus-fixed-fee. The base period of performance will be five years, with one five-year option period for a potential total period of ten years. Work will be issued by level-of-effort work assignments. Each contract will have a minimum guarantee of 10,000 hours and a base period maximum of 130,000 hours and a maximum of $17,000,000 in the subcontracting pool. Upon exercise of the five-year option period, the contract option period will be modified to include a minimum guarantee of 10,000 hours and a option period maximum of 130,000 hours and a maximum of $17,000,000 in the subcontracting pool. The total estimated cost-plus-fixed-fee of the contract (including options) is $60,000,000. These RACs shall be awarded as a Brooks Act Procurement. Offerors shall submit Standard Form 330. For this procurement, EPA requires that the offerors organize the information so as to highlight responses to the technical Evaluation Criteria. This will facilitate review of the information submitted. Selection will be based on the following evaluation criteria which are listed in descending order of importance: 1. Professional qualifications of staff expected to perform the services listed in the synopsis.(as presented in sections E, G, H, and Part II of firms' SF 330's) 2. Specialized experience and technical competence of staff expected to perform the services listed in the synopsis. (as presented in sections E, F, G, H and Part II of firms' SF 330S) 3. Taking into consideration current and projected workload commitments, the firm's capacity to staff the contract with experienced, trained personnel at the appropriate levels and disciplines. (as presented in Section H and Part II of firms' SF 330's; Additional Attachments 1 and 2) 4. Past performance of the prime contractor on contracts for similar services, with respect to cost control, quality of work, and schedule adherence. 5. Firm's geographic location and familiarity with the localities within EPA Region III; provided, that application of this criteria leaves an appropriate number of qualified firms. Selected firms shall be asked to submit a cost proposal, and the Government will proceed with negotiations. As part of these negotiations, agreement shall be reached on a reasonable cost-plus-fixed-fee, an acceptable contract management plan, conflict of interest procedures, a quality assurance plan, procedures for handling confidential business administration, a health and safety plan. The contractor will also be required to have an acceptable accounting system that allows for segregation of costs. Firms interested in responding to this announcement are invited to submit completed Standard Form 330 (SF 330) to the office shown below by 3:00 P.M. ------------. Your qualification statement, including SF 330, shall not exceed 30 pages. Offerors shall follow the instructions for completing the SF330. Any attachments should be single sided, double spaced, with 1" margins and a minimum of 10 point font. It is noted that Region III intends to award up to four contracts to meet regional needs. It is anticipated that two awards will be made as a result of this announcement and two awards will be made under an unrestricted announcement.
