Description
The purpose of this synopsis is to notify interested parties of the upcoming DTCI Pre-Proposal Conference and Site Visits. All prospective offerors are encouraged to attend each segment. The DTCI Pre-Proposal Conference will be held the morning of Tuesday, 27 June 2006, at the Defense Distribution Center Barstow California (DDBC). One site visit will be held at DDBC the afternoon of 27 Jun 2006, and the other at the Defense Distribution Center San Joaquin (DDJC) on 29 June 2006. Due to the high temperatures, dress is Business Casual. Comfortable, cool clothing is recommended. A Hold Harmless Agreement and Visitor Access Form must be completed for each person attending and received by the DTCI office (see address below) no later than 2 Jun 06. The government's security police will review the applications and unilaterally approve/ disapprove entry to the government installations. No person will be permitted to attend the pre-proposal conference or site visits that have not registered timely and been given approval by security police to enter the facilities. The documents submitted must have original signatures?no copies or faxes will be accepted. The number of attendees for each prospective offeror is limited to 5 (includes subcontractor personnel). Attendees will be required to present identification for entry. Guns, knives, cameras, and/or cell phones with camera capabilities are prohibited. Specific details regarding the agenda, entry instructions, etc., will be e-mailed to each respondent, so please include your e-mail address and telephone number with your response. Requests for attendance, Hold Harmless Agreements, and Visitor Access Forms shall be submitted to: DTCI Program Management Office Attn: Tina Voss 1710 Corporate Crossing, Suite 1 O'Fallon IL 62269 The DTCI Pre-Proposal Conference is being conducted to provide interested parties the opportunity to identify and resolve concerns regarding the acquisition strategy, to ensure offerors have a firm understanding of the solicitation requirements, and to address any other industry concerns or questions. The following is a brief synopsis of the DTCI requirement. Specific DTCI requirements will be identified in performance work statement to be included in the upcoming solicitation. DTCI is a CONUS transportation management initiative focused on increasing operational effectiveness while simultaneously obtaining efficiencies by reducing cycle times and using best practices, such as increased consolidations/load optimization and mode conversions. The premise is for DoD to competitively award a long-term contract with a world-class transportation coordinator that will employ best commercial practices to achieve the goals stated above. The coordinator's scope goes beyond traditional freight forwarding and brokerage transactions. The coordinator will leverage current commercial capabilities and proven best transportation practices of commercial shippers to manage, consolidate, and optimize specified CONUS freight movements using contractor-chosen modes among DOD shippers. An implementation approach is envisioned with multiple phases based on location and possibly functionality. It is anticipated Phase I will begin with 18 Defense Logistics Agency (DLA) CONUS Defense Distribution Centers. Phase II will include co-located service shippers within a specified radius to achieve maximum volume participation and corollary cost savings through consolidation and optimization of freight requirements. Phase III will include additional service shippers throughout CONUS. The DTCI coordinator must have visibility of targeted freight movement requirements across the CONUS and have immediate access to a nationwide network of transportation providers to schedule and fulfil those requirements.
