- This is a sources sought notification. This notice is issued solely for information and planning purposes and does not constitute a solicitation. Responses to the notice will not be returned. Responses to this notice are not considered offers and cannot be accepted by the government to form a binding contract. Responders are responsible for all expenses associated with responding to this notice. Interested parties may respond to this sources sought request with a response identifying interest in this notice and a brief technical capability statement addressing the organization?s ability to perform required services and experience with similar projects. Interested parties are also encouraged to identify any preexisting schedules they may have with the General Services -Administration (GSA). The United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS) Office of Emergency Management and Homeland Security is seeking sources for qualified businesses to provide services that involve the following: Using search terms provided by the government relevant to animal and plant health, including agricultural pest and disease outbreaks worldwide, the vendor must have the ability to search and collect information from a wide variety of international and domestic sources, both in English and in foreign languages, including the internet, news feeds, listserves, etc. Ability to provide easy-to-read, user-friendly reports on the relevant information collected, attaching and/or referencing source articles/documents Ability to provide these reports weekly, at a minimum, but preferably on a daily basis via email and post the reports on a secure website Ability to provide translations of foreign language sources when requested Once the vendor receives the search terms, they should be able to start generating reports within 5 business days. Interested parties are encouraged to identify the following: Previous experience with open source information collection and organization (not necessarily analysis) and references for such, to include; points of contact, phone numbers, email addresses, contract numbers and dollar values of respective contracts /purchase orders. Please provide responses to this notice no later than 3 April 2006.
