Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in Panama City, Florida intends to procure seafloor habitat delineation services potentially in the U.S. South Atlantic between Cape Hatteras, NC and the Florida Keys; the Gulf of Mexico between Brownsville, TX and the Florida Keys; and the U.S. Caribbean (Puerto Rico and the Virgin Islands). The depths will range between 40 and 250m, but will be concentrated between 70 and 120m. NOAA Fisheries is tasked with providing information on fish and invertebrate species as well as critical habitat to federal management entities including Fishery Management Councils (FMCs). In the Gulf of Mexico and U.S. South Atlantic, many of the areas containing the species and habitat of interest lie in deep water at the edge of the continental shelf. The depths preclude in situ observations, thus Fisheries must rely upon remote sensing technologies. In the U.S. South Atlantic alone, there are needs to survey ~1000 sq nautical miles of shelf edge habitat between north Florida and North Carolina. The contract will be for the collection and processing of multibeam bathymetric and acoustic backscatter data at depths identified herein. The Contractor shall provide all items necessary to perform the services described herein, which shall include but are not limited to: a suitable vessel platform, equipment, tools, supplies, hardware, software, labor, professional expertise, travel expenses for personnel, etc. The Contractor?s survey equipment must be matched to the depth range in order to provide the highest possible resolution. A depth range and coordinates will be provided for specific Task Orders. Deliverables under this contract may include: Raw data files in either *.all format or .*xtf format, for acoustic seabed classification with QTC multiview; XYZ and XYA data corrected for heave, pitch roll, yaw and tides; ArcInfo GRID of bathymetry and backscatter to be imported into ArcGIS 9.1; Geotiff images of bathymetry and backscatter; and complete metadata. Additional related requirements may be included in subsequent Task Orders. Data must be delivered in DVD format. The Government intends to award one or more Indefinite Delivery, Indefinite Quantity (IDIQ) Contract (s) under FAR Part 12 (Acquisition of Commercial Items) and FAR 15 (Contracting By Negotiation) with each contract having a term of 5 years. Each contract shall have a minimum value of $100,000. The IDIQ will identify base rates to be charged for performing seafloor habitat delineation services as projects and funding become available for which Task Orders will be issued. This is a full and open competition solicitation. The Government plans to post a solicitation on or about June 12, 2006 with proposals due approximately 20 calendar days thereafter. The NAICS code is 541360 and the small business size standard is a maximum $4.5M. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA).
