Description
This announcement constitutes a Sources Sought Synopsis. Responses to this publication are solicited to identify qualified sources. Qualified Sources are limited to Small Businesses, who have the interest and ability to provide FDA?s Center for Biologics Evaluation and Research (CBER) with the supplies and services detailed below. Scope of Work: The Contractor shall deliver Bulk Liquid Nitrogen to the FDA/CBER Facility located on the NIH Campus, Building 29, 8800 Rockville Pike, Bethesda, MD. The Contractor shall fill an existing 3000-gallon liquid nitrogen tank with refrigerated bulk liquid nitrogen as needed based on daily readings from the Government supplied telemetry unit. The Contractor shall monitor telemetry readings and based upon the readings shall generate a delivery within 24-48 hours. FDA/CBER will provide the telemetry unit with accompanying phone line. The Contractor must provide a printed Delivery Ticket with each delivery. The Delivery Ticket is required to include the following information: 1) Date and time of delivery 2) Level of liquid nitrogen in inches prior to start of fill up and inches after fill up is completed. 3) Total cost including any additional charges. 4) Total gallons delivered. 5) Name of driver/personnel who delivered for the day. The Contractor shall provide a printed Certificate of Analysis for each bulk delivery. A small mailbox for these tickets will be located outside the caged area surrounding the tank. The Contractor shall provide semi-annually maintenance on all pipes and fittings and also on the tank itself. The Contractor shall draft a semi-annual and annual report of the average gallons of liquid nitrogen used per month with delivery dates. The Contractor shall submit these reports to the Facilities Branch located in Building 29A, room 1C02. Invoices shall also be sent to the Facilities Branch for approval before the Government forwards them to FDA Accounting for payment. Historical experience has shown that monthly usage is approximately 1.5 million cubic feet (or 16,100 gallons) of bulk liquid nitrogen requiring up to 8 deliveries per month. This is not a request for formal proposal, but any vendor expressing an interest should provide capability statements. Capability statements should include a description of the organization?s experience and past performance with similar work. Interested vendors should provide: (1) outline of specific work previously performed or being performed; (2) any other specific and pertinent information as pertains to this Sources Sought Notice that would enhance our consideration and evaluation of the information submitted. Responses must reference Request for Information (RFI) number 1017448 and include the following: (1) name and address of the firm, (2) type of business (i.e. small business, small disadvantage 8(a) certified or not certified, woman-owned small business, veteran-owned small business, etc.) (3) two point of contact: name, title, phone no., fax no., and e-mail, (4) DUNS number, (5) NAICS codes, (6) contractor?s capabilities statement providing the information stated above, (7) list of costumers covering the past 3 years: highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer, reference and customer point of contact with phone number, and identify your role as either the Prime or Subcontractor. Responses shall be submitted via e-mail to Alice.Pagan@fda.hhs.gov and Elizabeth.Osinski@fda.hhs.gov. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUEST. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST ARRIVE ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSE IS MAY 30, 2006.
