Description
The National Eye Institute conducts and supports basic research aimed at understanding vision. The results of this research will ultimately be used to prevent and treat eye and brain disorders in humans. A crucial component of NEI?s research program is acquiring the services of qualified scientists to perform the experiments on site, and analyze and interpret the data. A unique opportunity has arisen that will serve both a short range need in my laboratory within NEI, and the long range need of laboratories across NEI. Dr. Yifeng Zhou is a visual neuroscientist with over 20 years of experience in vision research. He is a Professor in the School of Life Sciences at the University of Science & Technology of China (USTC). He desires to come to my laboratory for 6 months to learn new experimental techniques that he can take back to his research program in China. His experience will greatly enhance and accelerate my research program, and NEI and NIH will benefit because graduate students at USTC will become be better trained and many may seek to come to NEI as visiting research fellows. The National Institutes of Health intends to negotiate on a sole source basis with Dr. Yifeng Zhou of Rockville, MD 20851 for the following services: This contract will involve and include; but not limited to, the following items: 1) Generate computer programs that control behavioral experiments. 2) Train adult macaque monkeys to perform specific tasks. 3) Collect neurophysiological data from the trained monkeys performing the behavioral tasks. 4) Analyze data using Matlab, Excel, and SPSS. 5) Write manuscripts describing the results and scientific implications of the experiments for publication in prominent scientific journals. 6) The position is full-time; at least 40 hours of work per week are required. The work hours will be flexible but at my discretion. 7) All work will be performed on site. The period of performance is from July 1, 2006 thru December 31, 2006.This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
