- The Department of Veterans Affairs, San Juan, Puerto Rico VA Caribbean Healthcare System is looking for Architect-Engineer small business firms to provide professional services for design related work at San Juan VA. Applications are invited from architects or architect/engineer firms to provide professional services for design related work at San Juan VA.This project is to provide engineering design services to develop detailed as built drawings, design & bidding documents, construction cost estimates, construction phasing schedule and provide necessary construction period service for the project titled Electrical Distribution System Upgrade Project No. 672-751. This project contemplates the total renovation and relocation of the main electrical distribution center of the VA Hospital, Building #1, located in rooms C-37 and C-38 to a new Utility Center Building. The work includes but is not limited to the following: (1) The construction of a new concrete structure building, Utility Center, with its proper Illumination, ventilation and Security system (alarms and surveillance) and any associated accessories to house the renovated main electrical distribution center. All to be designed according to latest Federal standards and regulations. (2) Replacement and relocation of the existing normal power high voltage distribution switchgear, 4,160 volts, 3 phase, 60 Hz with all its components that includes high voltage circuit breakers, protective relays, potential transformers, circuit transformers, fuses, control transformers and any associated accessories. (3) Replacement and relocation of six oil filled, NON PCB, power transformers, 4,160 volts primary, 480 volts secondary, 60 Hz, Delta-Wye configuration with the following capacities: 1,500 KVA ? 4 ea.;750 KVA ? 1 ea.;300 KVA ? 1 ea.; (4) Relocation of five (5) underground primary feeders, 3 wires, 15 KV, XLP, shielded with ground wire, 6? conduit per feeder to supply primary voltage (4,160 volts) to the high voltage switchgear to be relocated in the new Utility Center. (5) Construction of necessary primary feeders (4,160 volts), underground or overhead to supply primary voltage to existing chillers and high voltage transformer switches. (6) Replacement and relocation of the existing normal power low voltage distribution switchgear, 480 volts, 3 phase, 60 Hz with all its components that includes low voltage power circuit breakers, protection relays, fuses, control transformers, control relays and any associated accessories. (7) Replacement and relocation of the existing emergency power distribution switchgear, 480 volts, 3 phase, 60 Hz with all its components that includes low voltage circuit breakers and any associated accessories. (8) Construction of necessary secondary feeders (480 volts), underground or overhead to supply secondary voltage to all normal, emergency and critical load located at building # 1. These services may include: pre-design services such as facility assessments, development of design programs, schematic designs, construction documents, technical studies, which may include test borings, soil studies, standards and specifications, cost estimates and/or reports; design period services such as review and analysis of designs by other A/E's for compliance with national codes, scope of work, good design practices, adequacy and appropriateness of functional layout, system selection, technical solutions, sustainability, value engineering and life cycle operation considerations, technical studies, reports, cost estimates, or suggested design solutions or modifications; construction period services such as inspections, technical studies, cost estimates and/or reports; and post construction services such as post occupancy evaluations, technical studies and/or reports. The design for this project is to be developed in accordance with VA design guides, standards and requirements, NFPA, and local and federal codes. A/E design work will include detailed demolition drawings, all necessary civil, electrical, plumbing and mechanical engineering specialties as well as detailed phasing and construction coordination drawings. A/E is to perform all necessary inspection, survey and evaluation of the existing project site and related utilities, systems and distribution system to produce a correct, complete and fully coordinated set of Construction documents. The A/E will develop a well-organized, practicable and complete construction phasing for the proposed project in order that the normal hospital operations will not be interrupted nor disturbed except by previous and timely coordination with VAMC Center Director through the Project Manager/Engineer/COTR. A/E shall include a set of detailed construction coordination drawings with detailed construction phasing notes in the construction documents. New fire alarm system and new equipment system controls to be installed will be remotely connected to the Graphic Control Center. This requirement is being procured in accordance with F AR Part 36: Construction and Architect-Engineer Contracts and an award will be made in accordance with FAR Part 15: Contracting by Negotiation. The design service period is 190 calendar days. TECHNICAL EVALUATION FACTORS: The purpose of this section is to provide technical evaluation factors that will be considered for the Design contract award decision: (1) PREVIOUS EXPERIENCE OF PROPOSED TEAM: (a) Project Experience (Hospital Electrical Design/Power Substation/Primary & Secondary Voltages and Coponents Design) (2) TEAM PROPOSAL FOR THIS PROJECT ? BACKGROUND OF THE PERSONNEL (a) Project Manager; (b) Other key personnel; (c) Consultants. (3) PROPOSED MANAGEMENT PLAN ? TEAM ORGANIZATION (a) Design phase; (b) Construction Phase. (4) PROPOSED DESIGN APPROACH FOR THIS PROJECT: (a) Proposed design philosophy; (b) Anticipated problems (Phasing) and potential solutions. (5) PROJECT CONTROL: (a) Techniques planned to control the schedule and costs; (b) Personnel responsible for schedule and cost control. (6) ESTIMATING EFFECTIVENESS: (a) Ten most recently bid projects. (7) SUSTAINABLE DESIGN: (a) Team design philosophy and method of implementing. (8) MISCELLANEOUS EXPERIENCE & CAPABILITIES (a) Building Design; (b) CAD & Other Computer Applications; (c) Value Engineering & life Cycle Cost Analysis; (d) Energy Conservation; (e) CPM & Fast Track Construction (9) AWARDS: (a) Awards received for design excellence. (10) INSURANCE AND LITIGATION: (a) Type and amount of liability insurance carried; (b) Litigation involvement over the last five years & its outcome. NOTE: Interested firms must submit (3) three copies of SF 330 Architect Engineer Qualifications, Part I and II along with appropriate documentation to the Contracting Officer no later than (NLT) 3:30pm (Puerto Rico Local Time), May 30, 2006.
