Description
Cadet Graduation Tent Rental Combined Synopsis/Solicitation 1. This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-06-T-0073, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, 19 Apr 06. The North American Industrial Classification System (NAICS) number is 532299 and the business size standard is $6,500,000. This is 100% small business set-aside. 2. DESCRIPTION OF SERVCIES. The contractor shall provide all supervision, tools, equipment, vehicles, and labor necessary to install and take-down one (1) government owned tent and one (1) government owned entryway. The contractor shall also provide, install, and take-down two (2) contractor provided tents and the equipment identified below at Paragraph 2. Installation of tents and equipment shall be done at the Falcon Football Stadium and at the Superintendent?s quarters, (known as The Carlton House), at the U.S Air Force Academy, Colorado. Contractor provided tents shall be fabricated of fire-rated material and shall be capable of withstanding seventy (70) mph winds. All tents shall be staked down on grassed areas. Associated irrigation systems will be marked by the government prior to installation. 2.1. TIME REQUIREMENTS. All tents and equipment shall be installed on Thursday, 25 May 2006, during the hours 7:00 a.m. and 5:00 p.m. If the contractor does not have sufficient time to meet all requirements in one day, tent installation at Falcon Football Stadium may be accomplished on Friday, 26 May 2006, same hours. All tents and equipment shall be taken-down on Thursday, 01 June 2006, between the hours of 7:00 a.m. and 5:00 p.m. 2.1.1. Response Requirements. The contractor shall be available during the hours 11:00 a.m. through 6:00 p.m. on Sunday, 28 May 2006, and during the hours 11:00 a.m. through 4:00 p.m. on Wednesday, 31 May 2006 to respond to any emergencies. 2.2. LOCATION OF WORK. 2.2.1. At The Carlton House. The contractor shall provide, install, and take down one (1) 40 ft X 90 ft. free-span tent. No center poles inside. Tent shall be white in color, 16 oz. vinyl, and include 7 ft. tall sidewalls with cathedral type windows on each sidewall. Contractor shall also install the flooring, astro-turf or carpet, heaters with attached propane tanks, and lights. Additionally the contractor shall install the government owned entryway extending it from this tent to the west doors of the Superintendent?s quarters. Government owned entryway measures 10 ft. X 40 ft. All sidewalls MUST be staked down to keep them from flapping in the wind and allowing rain to blow inside. Also, all sidewalls MUST be able to be opened in some way, i.e., rolled-up, folded back, etc. The contractor shall ensure a rain gutter is installed between the entryway and the tent canopy in case of inclement weather. 2.2.2. At Falcon Football Stadium. The contractor shall provide, install, and take down one (1) 30 ft. X 40 ft. pole/rope tent with sides at the south end of the stadium. The contractor shall also install and take down one (1) government owned pole/rope tent with sides at the north end of the stadium. The government owned tent measures 40 ft X 40 Ft. 3. SPECIFICATIONS OF CONTRACTOR PROVIDED EQUIPMENT. The contractor shall provide and install the following equipment at The Carlton House. All contractor provided equipment shall be clean and in good working condition. 3.1. Three (3) 170 BTU propane operated heaters. 3.2. Three (3) 100 lb. filled propane tanks (for the heaters). 3.3. Floor system, wood or heavy plastic, to cover the floor area of the tent and the entryway. 3.4. Astro-turf or carpet to cover the wood or heavy plastic floor. The contractor shall install the astro-turf or carpet such that there are no wrinkles or tripping hazards. 3.5. Globe lights for the entire perimeter of the tent and the entryway. The contractor shall install the globe lights such there is no potential for the lights to fall on the floor. 3.6. Electric extension cords as necessary. The contractor shall install electric extension cords such that there are no tripping hazards. 4. Prior to the installation, the contractor shall pick-up the government owned tent and entryway, (with associated sidewalls, poles, ropes, etc) at the south end of Building 8110. After the take-down, the contractor shall deliver the tent and these associated items to this same location. Forklift operators will be available at Building 8110 to assist. Prior to take-down of the government owned tent and entryway, the contractor shall ensure that the tent and entryway are clean and completely dry. BID SCHEDULE The contractor shall provide all supervision, tools, equipment, vehicles, labor and any other items necessary to perform the Installation/Take-Down of Government Owned Tent and Entryway, AND Installation /Take-Down of Contractor provided Tents & Equipment in accordance with contract specifications. 001 10? x 40? entryway (Labor-only)1 ea; 002 40? x 40? tent (Labor-only) with sidewalls 1 ea; 003 30? x 40? rental tent with sidewalls 1 ea; 004 40? x 90? rental tent with cathedral sidewalls 1 ea; 005 170 BTU propane heaters 3 ea; 006 100 lb (filled) propane tanks 3 ea; 007 Floor System ? wood or heavy plastic for tent and entryway 4,000 SF; 008 Astroturf or Carpet to cover floor system 4,000 SF; 009 Globe Lighting for perimeter of tent and entryway 4,000 SF; 010 Emergency response 1 ea; 5. The following Federal Acquisition Regulations (FAR) clauses apply to this combined synopsis/solicitation and offerors must comply with all instructions contained therein: FAR 52.212-1, Instructions to Offerors-Commercial Items, addenda applies: Contractor shall submit quote on company letterhead, provide solicitation number, name, address and telephone number of the offeror, unit pricing and an overall total price, cage code, DUNS number and size of business. 6. The provisions at FAR 52.212-2, Evaluation?Commercial Items apply to this acquisition . The Government will award a contract resulting from this solicitation to the responsive offeror with the lowest evaluated price that can meet delivery. 7. The clause 52.212-4, Contract Terms and Conditions ? Commercial Items with the following addenda applies to this solicitation FAR 52.242-15, Stop-Work Order, DFARS 252.204-7004 Alt A (NOV 2003), Required Central Contractor Registration Alternate A (Nov 2003), and USAFA 5352.242-9500, Contractor Access to Air Force Installations (MAY 2003). 8. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) (2) 5, 14, 15, 16, 17, 18, 19, 20, 26, 27, and 31(c)1,2. DFARS 252.212-7001, Contract terms and Conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items (JUL 2002) applies to this acquisition.
