- W9132V-06-R-0001 IS A DRAFT SOLICITATION ONLY. This draft solicitation is being issued to provide you the opportunity to review and provide your comments to this office. The Government is not negotiating or calling for offers. Responses to the DRFP are voluntary, not mandatory. The Engineering Research and Development Center, Topographic Engineering Center (ERDC-TEC) intends to award the Geospatial Research, Intelligence, Development and Support (GRIDS) contract with the scope to include research, ap plied research and development, verification and validation, integration, testing, support of geospatial systems and services, sensor(s) development, systems engineering, platform/payload integration, experimentation, management assistance and operational support. Valid domain areas under GRIDS comprise, but are not limited to, topographic engineering, military intelligence, battle command, modeling and simulation, and special operations. In addition to technology considerations, this contract shall encomp ass work efforts to develop and execute: Advanced Concept Technology Demonstrations (ACTD) and Joint Capability Technology Demonstrations (JCTD); new Tactics, Techniques and Procedures (TTPs): and address Doctrine, Organization, Training, Material, Leaders hip, and Education, Personnel and Facilities (DOTMLPF) issues. GRIDS will address the data flow of information and analytical services from soldiers in the field within and across echelons to and from the National level as well as integrating technologies from the other INTs (i.e. GEOINT, MASINT, CI, HUMINT, SIGINT, IMINT, etc.). One program that may be supported by the GRIDS procurement is the Joint Geospatial Enterprise Services Science and Technology (JGES S&T) program. JGES S&T will test and simulate the movement of geospatial information and analytical services across echelon s within the Joint Battlespace. A second program which may be supported through the GRIDS contract is the Counterintelligence/Human Intelligence Advanced Modernization Program Intelligence Operations Now (CHAMPION) JCTD. This JCTD will integrate current and emerging technologies and apply customized geographic information systems to transform collected Huma n Domain data into timely, actionable information and knowledge to support military operations and decision making at all levels. The GRIDS contract may also include task order(s) focusing on sensor development, integration, and testing in support of TECs (and other customers INT programs (i.e. potentially TECs Buckeye Program). This Indefinite Delivery/Indefinite Quantity (IDIQ) contract will consist of one (1) base year, with four (4) option years. This contract will be primarily research and development (R&D) in nature using R&D funds, with the remainder being of a service nat ure. Task Orders may be issued as: Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Award-Fee (CPAF), Firm-Fixed-Price (FFP) and Time and Material (T&M). The Government issued task orders shall provide for a minimum of $250,000 for the base year and a minimum of $250,000 for each option year, in the event the option years are exercised. The Government issued task orders under this contract shall not exceed a maximum of $250,000,000, including option years. The nature of this contract requires that the contractor possess, at the time of award, TS/SCI cleared key personnel. A pre-proposal conference will be held on or about June 15, 2006 from 9:00am to 11:00 am, local time at the Topographic Engineering Center (TEC), 7701 Telegraph Road, Alexandria, VA. This conference will provide a description of the GRIDS effort and potent ial task orders to be executed. It will also provide responses to offerors questions received before the pre-proposal conference. The anticipated solicitation release date will be on or about June 5, 2006. First cut-off date for questions will be June 13 , 2006; the final cut-off date for questions will be June 26, 2006 at 10:00am EST. Proposals will be due July 5, 2006 at 2:00pm EST. The anticipated contract start date is July 28, 2006. The Request for Proposals (RFP) will be released via FedTeDS at https://www.fedteds.gov and via FedBizOpps at http://www.fedbizopps.gov / . It is the offerors responsibility to check the web site periodically for any amendments to this solicitation. In addition, a draft solicitation (DRFP) (W9132V-06-R-0001) is being issued via FedTeDs at https:www.fedteds.gov and via FedBizOpps to provide offerors the opportunity to review and provide comments to the TECs Contracts Office. The Government is not nego tiating or calling for offers. Responses to the DRFP are voluntary, not mandatory. You are encouraged to: a) Evaluate and challenge all elements of the DRFP b) Propose methods to reduce proposal and contract costs c) Provide feedback on the proposed pricing arrangement and contract type(s) d) Identify new technology approaches and techniques appropriate for the procurement described herein e) Identify any ambiguous or erroneous language, unnecessary requirements, and overly complex or restrictive elements. f) Identify any other information that could result in a better solicitation/proposal. g) Identify any alternatives to the Government's approach and suggest ways to obtain and sustain competition. The TECs Contracts Office will give consideration to all comments received.
