Description
The Naval Air Systems Command seeks to identify potential small business sources for the design, development, integration and testing of a Common Avionics Display (CAD). The CAD program will look to begin a family of displays that employ open architecture principles to optimize commonality across the Naval Enterprise and make best use of open commercial standards and modularity. This includes both fixed and rotary wing aircraft cockpits. Potential platforms include UH-1Y, AH-1Z and MV-22. Initial design, development, integration and testing will be for a 6?X8? non-processing (dumb) display and another non-processing display size TBD. The contract will have options for the development of a smart display for the 6?X8? and/or other size TBD. The government intends to award a cost plus incentive fee type contract. Contract performance for the design, development, integration and testing of the initial displays and option displays will be for a period of three years after contract award. Interested qualified small businesses shall demonstrate the capability to design, develop, integrate, test and produce both a dumb and smart common avionics display by providing a Statement of Capability (SOC) on company letterhead, not to exceed three pages in length. At a minimum the SOC shall address the following areas. 1) Capability and experiencing in designing, developing, integrating, testing and producing displays similar in nature to those described above; 2) Financial capability to design, develop, integrate, test and manufacture avionic or similar displays; 3) Experience in meeting cost, schedule and performance goals. SOCs must be delivered electronically by 4:00PM EST on 2 June 2006 to the following email address: janine.stratakes@navy.mil. Proprietary information must be marked as such, on a page-by-page basis. This synopsis is issued for the purpose of determining small business interest, feasibility and capability and does not constitute a Request for Proposal.
