Description
NAICS Code: 541990 The U.S. Environmental Protection Agency (EPA) Climate Change Division (CCD) in Washington, DC intends to award a Purchase Order to the Energy and Environmental Building Association (EEBA) of Bloomington, MN, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to organize, market, and implement its 2006 Excellence in Building Conference and the development of "Houses that Work" (HTW) Seminars. The Excellence in Building Conference is to be held October 10-12, in Norfolk, VA. The North American Industry Classification System (NAICS) code for this procurement is 541990. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Under this Purchase Order, the contractor shall: 1) Organize, market, and implement ENERGY STAR - related Sessions at the EEBA's 2006 Excellence in Building Conference; 2) Develop "Houses That Work" Seminars and materials featuring ENERGY STAR related information. The contractor shall also provide the following deliverables: 1) Identification of target markets for HTW seminars; 2) Drafts of HTW curriculum content and materials on the builder "business case" for ENERGY STAR, to be provided by EPA, including ENERGY STAR marketing solutions; 3) Final versions of HTW curriculum content and materials featuring ENERGY STAR; 4) List of attendees of ENERGY STAR related HTW sessions; 5) Session summary of ENERGY STAR related HTW sessions, including summaries of major questions and issues raised during sessions. Also, the EPA will receive the following benefits: 1)ENERGY STAR Builder partner recognition during the official EEBA conference awards ceremony; 2) ENERGY STAR logo placement in conference promotional materials; 3) half-page advertisement in the official conference program; 4) 5 full complimentary conference registrations; 5) exhibit booth; 6) ENERGY STAR's logo on the EEBA web site along with a link to the ENERGY STAR web site; and 7) 8 VIP passes to the builders expo. The objective of this conference is to educate members of the building industry on practices and technologies used to improve the energy performance of residential structures in the U.S. It has been determined that the Energy and Environmental Building Association is uniquely qualified to satisfy the Government's requirement as they are the most attended and widely-recognized conference, specializing in energy efficient residential construction issues. In addition, EEBA has over 8,000 members from throughout the building industry and is the recognized leader in promoting energy efficient building technologies. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit their corporate capabilities, which if received by the response date of this announcement may be considered. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
