Description
The General Services Administration (GSA) is proposing Structural and Life-Safety Renovations for Floors 1 through 8 at the Federal Building, 300 North Los Angeles Street, Los Angeles, California. The building was built in 1965 and is fully occupied. The building contains approximately 1,200,000 GSF on eight levels above grade, two levels below grade (including one parking level), and a penthouse on the upper deck. There is no street-side parking. Work to be performed will include replacement of structural column splices and seismic bracing of original ceiling and lighting systems, stair pressurization, and asbestos and lead abatement. The estimated cost range is from $25,000,000 to $35,000,000. Estimated completion time is three (3) years, or 4 months per phase of planned continuous construction. Construction will be completed in unoccupied space of approximately one football field or 100,000 square feet on one or multiple floor phases at a time. Construction scope is repetitive from phase to phase. Before each phase of construction, GSA will move the affected tenants to swing space within the building to allow the Contractor to control and to work in unoccupied floor(s). GSA will manage the overall move coordination contract which will be procured under a separate contract. As construction activities rotate through the building on a continuous and repetitive basis throughout the life of this project, the rest of the building shall remain fully occupied and open to the public. GSA will manage all tenant communication during the project. The contractor shall be required to demonstrate a proven track record of expertise and capability. The Contractor will be selected using Source Selection Procedures. This solicitation is being made under FAR Part 15.3. Offerors will be required to prepare fully developed Technical and Price Proposals. The contract will be a Fixed-Price Award. This procurement is open to all business concerns. The Request for Proposal (RFP) Package will be issued on June 2, 2006. Closing date and time for submission of Technical and Price proposals is on July 21, 2006 at 3:30 p.m. (Local San Francisco Time). A Pre-Proposal Conference is scheduled on June 14, 2006 at the project site.
