Description
The Government Printing Office (GPO) intends to issue a competitive Request for Proposal (RFP) on behalf of the Federal Retirement Thrift Investment Board (FRTIB). The GPO is seeking a contractor to assist FRTIB staff in conducting (development, delivery, and analysis of) a survey of Thrift Savings Plan (TSP) participants. The GPO is requesting a bid for services on a single survey only; however, this initial survey will serve as the basis for a longitudinal survey process, with additional surveys to be conducted at regular intervals in the future. In consultation with the FRTIB, the contractor must be able to perform the following tasks: determine appropriate survey methodology, identify appropriate sample populations, develop survey questions, pretest and conduct the survey, tabulate the survey results, analyze the statistical data, produce a written report of survey results and provide raw data to the Agency in an electronic format. The contractor should have extensive experience conducting surveys of participants in employee benefit plans. It is contemplated that a fixed-price contract will be awarded for this effort. Estimated release date for the solicitation is on or about June 6, 2006. GPO seeks to have the survey process completed and final report delivered no later October 31, 2006. Electronic copies of the RFP and any other documents related to this procurement will be available over the Internet. It is the offerors responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted.
