- This purposed contract action is for services which the Government intends to solicit with only one source in accordance with FAR 6.302-1. The Washington Headquarters Services (WHS) on behalf of the Pentagon Force Protection Agency (PFPA) intends to award a Sole Source contract to Executive Protection Systems LLC for the purchase of the SCape-CBRN Hood. The SCape CBRN Hood satisfies the Governments unique requirements to be 1) NIOSH certified, 2) One size fits all, 3) No increase in breathing resistance or carbon dioxide build-up when used by people with facial hair or facial deformities, 4) Meet NIOSH air purifying emergency respirator testing requirements, 5) Require minimal training 6) Provide a viewing area of greater than 35 square inches and 7) Allow verbal communications for all users. This notice is not a request for competitive quotations. Performance period is from date of award through September 2007 for the base period with 4-12-month option periods. Award is anticipated on or about August 31, 2006. Capability statements must be received within 10 days from publication of this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
