Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Simplified Acquisition procedures in FAR 13 and the format in subpart 12.6, as supplemented w ith additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. W911SA-06-T-0046 is issued as a Request for Quotation (RFQ) and is due by 1300 hours CST, 26 May 2006. This solicitation is set aside for small business participation under NAICS code 333111 with a small business size standard of 500 employees. This RFQ and incorporated provisions and clauses are those in effect through Federa l Acquisition Circular 2005-09. CLIN 0001 1 each All Surface Loader/Skidsteer ASV RC100 or equal. Features: 70 surface loader/skidsteer machine with a suspended rubber track undercarriage powered by a 99.5 hp, Perkins 1104C-44T 4.4 liter 4-cylinder turbocharged diesel engine with 304 ft-lb of torque. Equipment should have a diesel engine that offers high output with low emissions and low sound. The machine shall have a power management system that automatically shifts the hydrostat to match available engine horsepower so it is virtua lly impossible to stall the engine.The rubber tracks need to be directly driven by two-speed drive motors with travel speeds up to 11.5 mph. The hydraulic system needs to provide up to 38 gpm to the standard high flow auxiliary circuit on demand or 20 gpm to the low flow circuit. The machine needs a lift height of 125inches with 7,600 lb. tipping load. The height of the ROPS/FOPS must be 80 in. The ground clearance must be 14 in. The maximum lift height at hinge pin must be 125 inches. The length of un dercarriage must be 90 inches. The machine length, w/o bucket must be 117.5 inches with bucket, 148 inches. The machine width must be 69 inches. The machine needs to have suspended rubber track undercarriage that gives machine width, ground clearance and machine balance. The machine needs maximum traction and smooth ride. The rubber track undercarriage must provide high traction, low ground pressu re and exceptional flotation. The track width should be 18 in and length should be 72.5 in on the ground. The machine weight should be 10,150 lbs. The machine weight should be spread over 18-inch-wide rubber tracks, and can exert only 3.5 psi ground pressure and only make 2,610 sq. in. of ground contact. The machine is needed to crawl over fragile ground with minimal surface disturbance. A torsion axle suspension of the undercarriage is required to maximize contact with the ground for better traction and a smooth ride as opposed to a rigid-mounted track system. Joystick controls should be integrated hydraulic and electric attachment controls for precise, low-effort operation. A hydraulically-operated quick attach must be standard to connect many non-powered tools without leaving the operator seat. A tilt-up ROPS/FOPS canopy is needed to make access to the hydraulic system as well as service to the engine and cooling package is through a tilt-up rear hood. The unit must be new and have a cab with air conditioning and heat, high flow hydraulics, brush guards, a special door, beacon lights, back-up alarm, horn, coolant gauge. This equipment must also match the needed specifications, i.e. the required high flo w hydraulics for the grinder head to be purchased along with this machine. Listed below are the required interchangeable attachments/trailer specific to this device: 84 in 4-1 dirt bucket. Bucket capacity: .65 cu. yards . 32 inches long 73 inches wide 30 inches tall Weight: 760 lb 48 in pallet forks. Hydraulic earth auger/post-hole digger with 18 in bit. Auger drive unit weight: 330 lbs. Auger bit weights: 18-inch bit - 98 lbs. Grinder head/wood shredder: This unit must be heavy duty, and be able to cut/shred brush, trees, and stumps down to ground level while shredding the material into a variety of textures from coarse to fine. The unit must be powered by a flow rate of 27-45 gpm, have 30 tools/teeth tha t are aggressive, counter-cutter rake teeth, a width of 74 in and a maximum cutting width of 61 in and a weight of 2250 lbs. The unit must be able to routinely mulch brush, 4-6 in diameter standing trees and 6-8 in standing trees intermittently. The unit must plane 12 in stumps to ground level and also be able to grind into the soil surface. The unit should have ? in belt covers and ? in end plates. Quote pricing FOB Fort McCoy, WI.
