Description
Interpretation and Distribution of Fisheries and Coastal Ecosystems Data and Information EA133C-06-RQ-0497 The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service/NCCOS/Center for Coastal Environmental Health and Biomolecular Research at Charleston is issuing an intent to negotiate a sole source procurement with South Carolina Sea Grant Consortium, for interpretation and distribution of Fisheries and Coastal Ecosystems Data and Information services. The contractor will consolidate, interpret, and distribute scientific data and information that has been generated through contemporary molecular biological research to address fishery management issues in the southeastern United States. Specific tasks to be performed are: (1) collection and synthesis of available data; this may entail convening a workshop of scientists, resource managers, and other specialists; (2) preparation of a comprehensive report (hard copy and web-accessible) of the work; (3) preparation of a catalogue of genetic tools and techniques that may be used to support fisheries management and allied ecosystem management needs; and (4) development of a set of recommendations for applying molecular technologies to address ecosystem-based management issues to include but not limited to marine protected areas, invasive or introduced species, aquaculture, and marine pollution. These recommendations should identify priorities for supporting ecosystem-based approaches to management in the southeastern U.S. The applicable NAICS code is 541710. The size standard is not to exceed 500 employees. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by June 1, 2006. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
