- Description
- The U.S. Department of State, under the authority of 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, intends to negotiate a sole source contract based on an unsolicited proposal submitted by Neotec, Inc. The proposed contract will involve integrating an automated fingerprint identification system into an existing criminal investigation and case tracking computer system used by the Government of Bolivia pursuant to a Department program for international narcotics and law enforcement. The purpose is to enhance the current system to enable Bolivian law enforcement officials to establish the identity of a person based on fingerprints, especially in cases where a suspect is arrested more than once with different names and in different locales. The proposed system would link the records and immediately inform local law enforcement. This is a notice of intent and not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to change the planned acquisition strategy. Interested parties should submit information to lloydre@state.gov. Any determination not to compete this proposed acquisition based on assessment of responses to this notice is solely within the discretion of the Government.
