- The 1st Contracting Squadron is intending to award a sole-source purchase order to Aerosystems International Inc. for software license for AEI's server application SMART and tactical data link simulator sysetm on the AGILE platform and a (1) year software support agreement for the AGILE system, with a (1) year option. This is a combined synopsis/solicitation for commercial items number F2QT326128A200 issued on 08 May 2006 prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.fbo.gov. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20060412. The NAICS codes are 541511 and 541519 and the small business size standard is $21,000,000. Attached below is the Statement of Work and Requirements for this solicitation. Place of delivery for acceptance and FOB point will be 37 Elm Street, Suite 2016, Langley AFB, VA 23665. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The clause at 52.212-2, Evaluation Commercial Items. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must ensure a completed ORCA is available for download. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. PERFORMANCE WORK STATEMENT For Software Support for AGILE system 82nd Comm Support Squadron, Langley AFB 1.0 SCOPE OF WORK For a period of one (1) year from contract inception, the contractor shall provide telephone helpdesk support, software problem tracking, and periodic software updates for the Aerosystems Generic Integrated Link Environment (AGILE) system located at 82CSS, Langley AFB. 82CSS has the option to extend the coverage for one (1) additional year of the same service. 2.0 HOURS OF OPERATION See item 4.1.1. 3.0 CONTRACTOR PERSONNEL Contractor personnel shall be fully trained on the AGILE system, and shall be fully qualified to perform required services, including any necessary certifications. 4.0 DESCRIPTION OF SERVICES 4.1 Telephone Helpdesk Support - 4.1.1 Contractor personnel shall be available 0800 ? 1700 EST on normal working days to answer any questions on the AGILE system, to include all areas of hardware/software configuration and operation. 4.1.2 Contractor Helpdesk personnel shall respond to calls from 82CSS within two (2) hours. 4.1.3 For problems due to AGILE limitations or defects requiring software revision, contractor shall provide work-around procedures pending more permanent resolution of the problem. 4.2 Software Problem Tracking - 4.2.1 Contractor shall maintain a database, any type of database, of all AGILE system problems reported by 82CSS. 4.2.2 Contractor shall investigate all problem reports and provide timely feedback on likely and potential solutions, in a mutually agreeable format. 4.2.3 Contractor shall make available to 82CSS in summary form, and in a mutually agreeable format, the problem database information, including problems reported by other users of AGILE, and their fixes and workarounds. 4.3 Software Updates - 4.3.1 Contractor shall provide at least one (1) major AGILE software revision per year, incorporating fixes to reported problems, as prioritized by 82CSS. For routine software revisions, contractor will supply CD to be installed by customer, at no additional cost to the Government. 4.3.2 Contractor shall provide timely information on the content of proposed software revisions, and of any other proposed changes and enhancements to the AGILE system. 5.0 SECURITY REQUIREMENTS 5.1 On-site work by contractor personnel is not anticipated. In the event of any on-site work being necessary, contractor personnel will be escorted by government personnel at all times. 5.2 Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles. 5.3 Traffic Law. The contractor and its employees shall comply with base traffic regulations. 5.4 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on Langley or Fort Monroe. 6.0 GOVERNMENT FURNISHED PROPERTY OR SERVICES In the event of any on-site contractor work, the Government will provide office space, desk, PC and associated equipment, and office supplies as appropriate.
