Description
SOURCES SOUGHT ? MARKET RESEARCH OPERATION OF GOVT FOOD SERVICE FACILITY. This is a Sources Sought Notice (not a pre-solicitation notice pursuant to FAR Part 5) to identify sources that can provide Concessionaire services by operating a Federal Government ?X SF? food service facility in San Antonio, Texas serving 1500-1800 civilian and military personnel from 0630 ? 1600 hrs, Monday ? Friday. Sales are anticipated to be approximately $800K per year. Concessionaire will have exclusive rights to food service. Vending services will be determined at a later date. Sources must be able to comply with all aspects outlined below. The following is a brief synopsis of the requirements: (1.) Concessionaire will be expected to offer the following: {a.} Continental Breakfast ? 0630 - Doughnuts, bagels, toast, croissants, cereal, coffee, tea, juice, soda, milk {b.} Full Service Breakfast ? 0700 ? 0900, including grill - Same as above, but also including, hot cereal, made-to-order eggs, egg sandwiches, omelets, bacon, ham, sausage, French toast, pancakes, hashed brown potatoes {c.} Morning Break ? 0900 ? 1030 - Grab and go alternatives such as, granola bars, cereal, salads, wraps, pre-made sandwiches, and desserts/baked goods {d.} Full Service Lunch ? 1030 ? 1330 - Made to order deli station, grab and go salads, salad bar with a wide variety of fresh salad ingredients, toppings, condiments and dressings, cottage cheese, yogurt, fresh fruits, assorted cakes, pies, cookies, puddings, frozen yogurt, ice cream. Hot foods will include: one entr?e, special grilled sandwich, hamburgers, hot dogs, other grill items, soupls/chili, potato/starch, vegetables, sauces and gravies. {e.} Afternoon Break ? 1330 ? 1600 - Grab and go alternatives such as, granola bars, cereal, salads, wraps, pre-made sandwiches, beverages, and desserts (2.) Concessionaire will be required to comply with approved local, state, and federal government health and safety food specifications and standards to include HAACP and TB Med 530, Occupational and Environmental Health Food Sanitation technical bulletin. (3.) Concessionaire will be required to keep the concession premises at all times in clean, orderly, attractive and sanitary condition acceptable to the installation and to collect and dispose of all service food waste due to concession operation. (4.) Concessionaire will be required to offer catering services for award?s ceremonies, parties, official lunch or dinners, etc. This could range from cookies and punch to a full course lunch or dinner including cocktails and/or wine service. (5.) Concessionaire will be required to employ citizens of the United States. Each employee will be required to undergo a security check, including polygraph test and shall observe all security regulations of the installation/compound. (6.) Concessionaire will be required to furnish the Contracting Officer with certificates of insurance acquired by the concessionaire to do business in the state of Texas, with certificates indicating that the insurance will not be modified or canceled without notification to the Contracting Officer. (7.) The concessionaire will be required to furnish all small wares; pots, pans, serving utensils, cutting boards, steam table pans, knives, ladles, etc. All small ware equipment necessary for the operation of a cafeteria throughout the terms of a contract. (8.) The Government will provide the concessionaire a fully fit up cafeteria facility to include ovens, freezers, refrigerators, soup kettles, steamers, work tables, fully furnished dining areas, etc. Concessionaire will ensure the premises are utilized only for the purpose of food, food services and merchandise to the Government (installation/compound). The seating area will be considered a common area and will remain available to the agency employees. (9.) The Government will provide for all utility, facility maintenance, equipment repair and replacement costs, and limited custodial services in common service areas. This sources sought market research is to determine the capability of potential sources and the availability of commercial services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid nor Request for Proposal, and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Large and small businesses are encouraged to participate in this survey. A statement as to whether your company is domestic or foreign owned (6.) Market research pricing for areas outlined in paragraph 1 a.? e. Responses must be received no later than 16 Jun 06. Prospective sources are cautioned that if you cannot provide all the requirements outlined in this sources sought, please do not respond to this notice.
