Description

The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services at the Buffalo, NY Military Entrance Processing Station (MEPS), Niagra Falls Air Reserve Station, 2024 Ent Ave, Bldg 799, Niagara Fall s, NY 14304-5000. Solicitation W91RUS-06-T-0106 will be issued as a commercial, Firm Fixed Price (FFP) type contract with a base performance period of one year (12 months) and will include four, one-year option periods. The local exchange services provid er, certified by the state of New York, shall provide local commercial communications services to Buffalo MEPS including but not limited to, local access for commercial subscriber lines, digital access trunks, directory number and number portability. Spec ifically, the requirement calls for 14 individual message business lines; there are not existing phone numbers. The MEPS station is relocating into a new buildingall wiring is in place. Contractor shall terminate to building. The contract will include installation of ten (10) ground start trunks consisting of one two-way, eight trunk hunt group and two stand alone lines. The other four lines will be loop start. Lines will be cross-connected to an NEC 2000 IPS telephone system. This solicitation is unrestricted; offers from all responsible sources will be considered. Sources responding to this solicitation shall ensure all proposal requirements are met and shall include with their proposals Representation and Certifications (FAR Clause 52.212-3). C ontractors who are registered in the Business Partner Network (http://www.bpn.gov) and have an up-to-date Online Representation and Certifications Application (ORCA) in the BPN will not have to complete clause at 52.212-3. A statement affirming the firms updated ORCA information will be accepted. It is incumbent upon the offeror to insure that all information contained in the ORCA is up-to-date and complete. Offerors not registered in ORCA shall complete FAR clause at 52.212-3 and submit with their pro posal. All offerors shall ensure Dun and Bradstreet (DUNS) number, CAGE codeand Taxpayer Id (T.I.N.) is clearly cited on proposals and the firm is registered in Central Contractors Registration (CCR) database. The SIC for this acquisition is 4813; the NA ICS is 517110. Solicitation is anticipated to be released on or about 26 May 2006 with an expected closing date of 15 June 2006.
