Description
The U.S. Army, TACOM-ARDEC, on behalf of the Office of PM Soldier Weapons, has interest in procuring a Rifle Combat Optic from companies with experience in magnified optics manufacture: corporate knowledge, technical expertise, facilities, manufacturing equipment, product acceptance test hardware and hazardous material handling. The government is seeking to test and potentially qualify a Commercial of the Shelf (COTS)/Non-Developmental Item (NDI) magnified optic. The optic must meet or exceed the following requirements: 1) The magnified optic shall have an illuminated chevron reticle visible under all lighting conditions, without the use of batteries as the sole source of illumination. 2) The magnified optic shall provide a capability to engage targets from 100 to 300 meters (threshold) and 100 to 800 meters (objective). 3) The optic shall be produced in one reticle averaged for the M4 and M16 family of weapons. The magnified optic shall possess a bullet-drop compensation reticle calibrated for M855 5.56mm x 45mm ammunition to a range of 800m, set in range increments of 100m 4) The magnified optic shall be capable of mounting to both the M1913 rail system and upper receiver of the M16A2 without inhibiting the independent use of iron sights. 5) The magnified optic shall not inhibit the ability of the user to see and engage targets with both eyes open. 6) The magnified optic shall be a fixed magnification between 3.9 to 4.1 power. 7) The magnified optic must allow for rough handling, and shall be able to be carried by the optic body. 8) The magnified optic shall be able to maintain zero during operational modes. 9) The magnified optic should operate in and withstand the environmental conditions in which the Warfighter may be employed. 10) The magnified optic shall contain a LASER Filter Unit or is compatible to be fitted with a LASER eye protection filter. (The specification for the optical laser filter is Government classified at the SECRET level. This specification is only available to US, Canada and UK companies with a SECRET facility clearance, See Numbered Note 25) and anti-reflective device. 11) If radioactive materials(s) are used, the manufacture???s license for radioactive material shall cover sales to the US Government. Manufacturers shall provide a plan for disposal of all hazardous material contained in the magnified optic. The estimated quantity that may be required by the government is 100,000 each. Deliveries are scheduled to commence in FY07. All comments or questions to this notice are due no later than 06 June 2006.
