Description
One U.S. or foreign flag vessel or tug/barge with a minimum beam of 80 feet and a minimum length of 300 feet. The vessel shall have a Dynamic Positioning (DP) system certified to meet the IMO guidelines for class 1 DP. The vessel shall also have a laser or microwave relative position reference sensor. The vessel shall have four thrusters each rated at least 450 HP or an equivalent configuration. The vessel shall be crewed for 24 hours of operation per day. The deck of the vessel will have sufficient strength and dunnage to support a Ro/Ro ramp pad sliding on the deck over a 40? by 40? area. The pad landing area will longitudinally be located near midships and transversely located at one side of the vessel adjacent to the deck edge. The total force on the deck from the pad will be 162,000 lbs with a pressure of 4,075 lbs/square foot. A single large deck area shall be provided to include the Ro/Ro ramp pad landing area described above and the maneuvering of wheeled vehicle(s) driven off of the ramp. This large deck area shall be located near midships, be at least 150? in length, and extend to the full beam of the vessel. The wheeled vehicles will be military Humvees. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 25166-25168, May 5, 2004, or most current reference), preference will be given to U.S. flag vessels and VISA participants. Under the Cargo Preference Act of 1904, any reflagging or repair work to: (1) enable the vessel to meet applicable standards to become a vessel of the United States; or (2) to convert the vessel to a more militarily useful configuration; must be performed in the United States.
