Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval EOD Technology Division, Indian Head, Maryland is soliciting proposals for the following requirement (No substitutes): RF Theory and Measurement Training Course to include the following: forty (40) hours of on-site training with a mix of lecture and hands-on demonstration and lab exercises during one week (Mon - Fri) from 0800-1630. The training shall be conducted for up to 15 students at an agreed upon week during the period 10 August - 29 September 2006. A suitable reference book and training materials shall be provided for each student for retention. Test equipment and instrumentation for the demonstration and laboratory sessions shall be provided by the vendor with duplicate equipment to be provided by the government, if available. Provide provisions for the government to relate specific lab scenarios for student demonstrations. The vendor will include the following topics, at a minimum: (1) RF and Microwave Fundamentals (theory and labs): Connector Discussion, Spectrum Analysis, Network Analysis, Noise Figures, Signal Generation and Sources, Transmission Line Theory and Fundamentals, Antenna Theory (basic antenna types, propagation, beam patterns, effects of ground plane) (2) RF Measurement Basics: Basic High Frequency Measurements, Measurement Resolution and Accuracy, RF Sources, Modulation and Distortion, Noise (figures and sources), RF Devices, Transmission Line Theory (characteristic impedance, impedance matching, losses, connector types), Power Measurements, Uncertainty Calculations, Antennas (selecting the appropriate antenna - gain, loss, directivity), (3) Discussion on the Operation of Cell Phones, Long Range Cordless Telephones and Family Radio Service Items; (4) Demonstrations: a. Acquiring and Storing Signals; Capturing the Waveform; b. Selection of Appropriate Antennas and Equipment, c. Determining Signal Power; d. Identifying Signal Types (modulation and other characteristics). FOB Destination (Naval EOD Technology Division, Indian Head, Maryland 20640-5070). Payment will be made by Government Credit Card under Net 30 terms. Offers are due no later than 1500 hours, Friday, 5 June 2006 and shall be submitted electronically at patricia.griffin@navy.mil. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Technical, Past Performance, Corporate Experience and Price. Award as Commercial Firm Fixed Priced purchase order. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS number and applicable FSC codes with this offer. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
