- The U.S. General Services Administration?s Federal Technology Service intends to issue a contract to Liebert Corporation under the authority of FAR 6.302-1, through reference number 4THO96065535. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-04. Only one responsible source and no other services will satisfy agency requirements. This procurement is a firm fixed price order. SOW: 1.0 General The Engineer Research & Development Center (ERDC) Major Shared Resource Center (MSRC) plans to upgrade its uninterruptible power capability in anticipation of future power and cooling requirements related to the DoD High Performance Computing Modernization Program?s (HPCMP) Technology Insertion 2007 (TI-07) acquisition. 2.0 Requirements One (1) 2500kVA/2000kW Capacity Liebert Series 610 Three Phase Multi-Module Uninterruptible Power System System AC bypass voltage 480V (three-phase, three or four-wire plus ground) System AC output voltage 480V (three-phase, three or four-wire plus ground) Four (4) 625kVA/500kW Multi-Module units, model U39MM625A0AB, with the following features and characteristics: Module AC input voltage 480V (three-phase, three-wire plus ground) Module AC output voltage 480V (three-phase, four-wire plus ground) On-line reverse transfer configuration Input circuit breaker 6-pulse phase-controlled rectifier/charger Input filter with 7% THD at full output load 6-step/PWM (Pulse-Width Modulated) transistorized inverter, output transformer and filter Output circuit breaker Microprocessor based monitoring with LCD display Automatic equalize charger timer Input current limit Two-step battery charge current limit Alarm status contacts Redundant cooling fans ETL listed to UL 1778 standard, CSA22.2, No. 107.1 One (1) 3000 Amp System Control Cabinet, model U39CC30M6AT, with the following features and characteristics: Microprocessor based monitoring with LCD display System level paralleling and transfer controls Electrically operated system isolation and bypass circuit breakers o Auto-dial Critical Information Reporting System o Customer alarm interface o Alarm status contracts o SiteScan interface o Maintenance bypass interlock interface o Local E.P.O with provision for remote E.P.O Liebert FS Energy Storage System each consisting of the following: Five (5) each 190kW Liebert FS Flywheel Energy Storage System, model 39FS12ES0070, per 625kVA/500kW UPS module with the following features and characteristics: 25 Seconds Back-up time at 100% load, 34 seconds Back-up time at 75% load 5-Axis Active Magnetic Levitation System Integrated Molecular Vacuum System Synchronous Reluctance Motor Generator Carbon Composite Fiber Flywheel Integrated Safety System UL 1248, 508 and 508C Microprocessor based monitoring and control Bi-directional High Frequency Power Converter Programmable battery load testing for added reliability 5-year warranty ? parts, labor, travel DC Junction box Startup services One lot of field installed options including the following: One (1)Surface-mount Remote Status Panel for remote audible and visual signaling of status and alarm conditions Four (4) 1400 Amp single device Battery Circuit Breakers Additional Options Include: Four (4) NIC cards One lot of Factory Services including the following: Four (4) sets of submittal drawings Two (2) operator manuals Two (2) sets of certified test reports Start-up Services including the following: UPS Start-Up 7x24 ? SU61M451U7 System Control Cabinet Start-Up 7x24 ? SUSBS6A0124 Freight Services including: Equipment shipped, FOB Shipping Point Warranty Terms & Conditions: Principal Period of Maintenance o 7 days a week, 24 hours a day, including holidays Service Level Response Time o Vendor will respond onsite (ERDC MSRC site) to equipment malfunctions and failures within 2 hours of notification Option 1: Full system, onsite load-bank testing The proposed contract action is for commercial items for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This request is not a notice for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement.
