MARKET SURVEY CAPABILITY ASSESSMENT FOR ABA FINANCIAL SERVICES SUPPORT National Strategic Sourcing Initiative for the procurement of ABA Financial Services Support This is a market survey for ABA Financial Services Support. The responses to this market survey will be used for informational purposes only. This is not a screening information request (SIR or request for proposal (RFP) of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA intends to consolidate the current number of financial services contracts into one or more large contracts for services to support FAA financial systems and operations. Currently, procurement strategies are being considered to ensure prime contract opportunities for small businesses and 8(a) certified firms. The purpose of this market survey is to solicit statements of interest and capabilities from all interested business concerns including SBA certified 8(a) firms and other small business concerns. This market survey also seeks to identify potential bidders for this contract including groups of business teams. The FAA is seeking interested sources that are capable of providing financial services at FAA headquarters. Attached, as Enclosure 1 is the draft Statement of Work for this procurement. At this time the nature of the competition has not been determined. In accordance with A.M.S. policy 3.2.1.2.1, this market survey is being conducted to obtain market information and identify potential sources to support the FAA Office of Financial Services. It will also aid the FAA in its determination as to whether adequate competition exists to set-aside part or all of the competition amongst eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program, and other small businesses such as Women Owned businesses and Service Disabled Veteran businesses or whether it is more appropriate to conduct this procurement as a full and open competition. The principle North American Industry Classification System (NAICS) code for this effort is 541219. In order to make this determination the F AA requires the following information from interested vendors: 1. Capability Statement (Limited to one page) - This document should identify financial services support activities that are provided by your firm. 2. Expected programmatic approach (in-house, teaming, subcontracting, etc.) If respondent is an eligible 8(a) certified business or other small business, provide a strategy in terms of percentage of work to be completed by the 8(a) or small business respondent. (Limited to 3 pages.) 3. A list of all teaming partners with a description of each partner's responsibility. (Limited to one page) 4. Comments concerning Enclosure 1 are welcome and optional. The F AA may or may not respond to any comments received. All pages for the submissions, except for the Business Declaration Form, must conform to the following format: minimum 10 point font, 1 inch margins, single sided, no foldouts, and be on 8.5 X 11 size paper. The functions identified in Enclosure 1 are to be continued throughout the period of performance of the procurement. This market survey is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government. The Government will not pay for any information received or costs incurred in preparing the response to the market survey.
