- This IS NOT A SOLICITATION If you are a SDVOSB and can provide the requirement as outlined in General below, please respond to the Contracting Officer in this announcement. WE are not issuing a solicitation with this announcement, that will follow depending on response. If a solicitation is issued, you can download it from the FedBizOps website. Sample SOW: Background: VISN 11?s (areas of Michigan, Indiana, and Central/South Illinois) succession planning initiative seeks to provide advanced training to mid-level managers to enable them to effectively assume executive leadership roles in the organization. This requires specific hard skills training in addition to the leadership development regimen already in use in VISN 11. Specifications/Requirements: Contractor shall provide the following services and supplies for up to 100 (approximately 25 students per quarter through one year or one training a quarter) designated VISN 11 students, and VISN will chose a centrally located facility within VISN 11. 1. An acceptable offer would include (5) classroom modules of up to two (2) days? duration, and material would include, though not necessarily be restricted to: Financial Decision-making, including impact analysis, cost analysis, break-even analysis, and related measures of contribution to system outcomes. Instilling Cost Discipline, including best practices in communication strategies with clinical staff Drivers of Health System Performance Clinical Capital Investing, including payback period, cash flow, and anticipated clinical volume Negotiation, including interdisciplinary agreements and cooperation. Problem solving/Data Analysis Work Process Analysis Cost and expense projections Workload estimates Variance analysis of financial projections. These classroom modules would be selected by agreement with the VISN 11. 2. Each classroom module may include additional work outside the classroom setting that may include online modules, essays or reports, and online or conference call discussion groups to prepare the student for the course or post classroom training. Materials and presentations should be designed with a healthcare system or environment in mind. 3. Contractor shall provide the VISN office with comprehensive descriptions to assist the VISN Office in selecting the composite modules for the curriculum. These descriptions shall include the Level II or content-based test to be administered to all participants at the closing of each of the modules. Note: The preferred offeror would have familiarity with the Veterans Health Administration in choice of training materials and lecture material. 4. Contractor shall provide all supplies (for each subject matter referenced above) per attendee. Contractor will provide any required toolkits (includes worksheets, diagnostic self-tests, development plans, dashboards, prioritization matrices, workplans, etc?) to each attendee at no additional cost to the VA. Contractor?s proposal shall include all expenses for electronic or online materials or tasks required of participants in the curriculum. Any materials or services performed by partners of the contractor will be provided at no additional cost to the VA.
