Description
The U.S. Army, TACOM-ARDEC, on behalf of the Office of PM Soldier Weapons, has interest in procuring a Rifle Combat Optic (RCO) from companies with experience in magnified optics manufacture: corporate knowledge, technical expertise, facilities, manufacturing equipment, product acceptance test hardware and hazardous material handling. The government is seeking to test and potentially qualify a Commercial of the Shelf (COTS)/Non-Developmental Item (NDI) magnified optics. The optic must meet or exceed the following requirements: 1) The RCO shall have an illuminated chevron reticle visible against a background luminance over the range of .01 to 1000 foot-lamberts, without the use of batteries as the sole source of illumination. 2) The RCO shall contain a bullet-drop compensation reticle calibrated for M855 5.56mm x 45mm ammunition fired from an M4 Carbine to a range of 800m, set in range increments of 100m. 3) The RCO shall be capable of mounting to both the M1913 rail system and upper receiver of the M16A2 without inhibiting the independent use of iron sights on the M16A2 Rifle. 4) The RCO shall not inhibit the ability of the user to see and engage targets with both eyes open. 5) The RCO shall provide a magnification of 4 power +/_ 0.2 power. 6) The RCO must allow for rough handling. 7) The RCO shall be able to maintain zero during operational modes. 8) The RCO should operate in and withstand the environmental conditions in which the Warfighter may be employed. 9) The RCO shall contain Lens Coatings or a Signature Reduction Device (SRD). 10) The RCO shall contain a LASER protection Filter Unit (LFU). The specification for the laser filter unit (LFU) is Government classified at the SECRET level. US, UK and Canada sources are required to submit for DD 254 for approval to ARDEC prior to release of this document. All other foreign nations may request the solicitation, however; participation cannot be guaranteed and will be adjudicated on a case-by-case basis. To receive the LFU specification, foreign industry must submit an official request for information via their respective embassy to HQ, Army Material Command, ATTN: AMXMI-IS-T. Requests received in any other manner will not be accepted (See Numbered Note 25). 11) If radioactive materials(s) are used, the manufacture shall provide Nuclear Regulatory Commission (NRC) Material License. Manufacturers shall provide a plan for disposal of all hazardous material contained in the RCO. The estimated quantity that may be required by the government is 100,000 each. Deliveries are scheduled to commence in FY07. All comments or questions to this notice are due no later than 07 June 2006.
