- Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to place a contract with Photo Research, Inc. for Special Purpose Photometers, P/N PR-1500 with case, that will be used with the Consolidated Automated Support System (CASS) Operational Test Program Sets (OTPSs). The Government intends to solicit and negotiate this requirement on a sole source basis with Photo Research, Inc., 9731 Topanga Canyon Place, Chatsworth, CA 91311-4135, U.S.A. under the authority of 10 USC 2304 (c ) (1) as implemented by FAR 6.302-1. Photo Research, Inc. is the Original Equipment Manufacturer (OEM) of this item. The PR-1500 is the only product that meets the critical technical parameters for the government?s requirements. These parameters include: Sensitivity: .01 to 2500 Foot-Lamberts Focus range: 1.75 inches to infinity Spectral response: CIE (Human) response using photopic filter Objective lens: 55mm, f/2.8 macro lens Aperture size: 1 degree Accuracy: ?4% of full scale on any range Calibration: internal calibration standard Weight: <9 lbs Power requirements: 117 volts, ?13 volts, 50 to 400 Hz Operating Temperature: 0?C to 43?C Tripod mountable with .250-20 UNC threaded mount, at least .30 inches deep 100% compatibility (no modifications) with existing fleet OTPSs Photo Research, Inc. is the only source for this item. The Government has conducted extensive market research, including internet searches and review of manufacturers? sales literature. No other source capable of producing the specified item has been identified. In addition, procurement of a different configuration of photometer would result in significant impacts to existing CASS OTPSs. The OTPSs contain specific written and pictorial instructions for operation of the photometer during testing. Procurement of a different photometer would result in significant cost to the government for modification of these OTPSs. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
