Description
The Government intends to award a competitive contract for the procurement of newborn babies test kits and for complete screening services for newborn babies. Services shall start 1 Sep 06 and the requirement will consist of one base year plus 3 option years. The contractor shall provide to the Naval Medical Center, Portsmouth, (NMCP) VA laboratory testing for the detection of a core set of treatable, inherited metabolic disorders of newborns. The Government?s mandatory testing requirement is for the 28 disorders that are required by the state of Virginia. However, the Government ultimate requirement is to receive testing for a total of 54 disorders, which includes a panel of supplementary screening tests as recommended in the Uniform Condition Panel that was developed by the American College of Medical Genetics (ACMG). The contractor shall conduct newborn screening laboratory tests for all neonates born within NMCP for any neonatal specimen collected during a follow-up medical appointment. For each newborn, the contract shall encompass the following services: (l) Provision of specimen collection kits, (2) Timely transport of collected specimens, (3) Accurate and timely laboratory testing of specimens, (4) Accurate and timely interpretation of test results, (5) Accurate, timely, comprehensive reporting/communication of results, (6) Data management and provision, (7) Technical assistance, (8) Clinical consultation to laboratory and clinical staff within the military medical health care system, (9) follow-up services, and (10) Participation in quality assurance programs and reporting of quality assurance data. This procurement will utilize procedures under FAR 13.5. This office will no longer issue a hard copy of the Request For Quote (RFQ); therefore, a copy can be obtained from website http://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at https://www.bpn.gov. The RFQ should be posted on or before 2 June 2006.
