Description
NAICS Code: 334511 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Satlantic Incorporated, 3481 North Marginal Rd., Halifax, Nova Scotia for the acquisition of an Optical Profiler, HPRO II System. The HPRO II hyperspectral optical profiling system includes: sub-surface and surface reflectance measurement capability; optical sensor interchangeability; and, data collection and processing computer software. The system operates as a free-fall profiling device or in conjunction with a detachable float. These crucial characteristics are not known to be available in any other single instrument. The EPA has identified Satlantic Incorporated as the only vendor capable of satisfying this requirement. In order to ensure data compatibility and accuracy the circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
