Description
NAICS Code: 541511 The U.S. Environmental Protection Agency (U.S. EPA) has a requirement to use nonparametric source apportionment, a new receptor-oriented model, to locate and quantify sources impacting receptors in St. Louis and up to two other urban areas. The first objective will be to apply nonparametric source apportionment (Yu et al., 2004; Henry et al., 2002) to monitoring sites in 2 or 3 urban areas to identify and quantify contributions from local sources impacting each monitoring site. The second objective will be to enhance the nonparametric source apportionment code used in these applications to include an estimate of uncertainty in the apportionments. An optional objective is to develop code for estimating and visualizing 3D nonparametric source apportionment. This action is being pursued on a sole source basis because Dr. Ronald Henry has the most extensive experience and expertise in developing and applying nonparametric regression. Furthermore, other research groups credit Dr. Henry for allowing them to use his modeling tool for their analyses. NAICS Code 541511 applies with a small business size standard of 500 employees. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
