Description
NAICS Code: 339111 NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation to be issued for proposals and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Solicitation, RFQ-IL-06-00029, is issued as a Commercial Solicitation using Simplified Acquisition Procedures found in FAR Part 13. The NAICS code is 423490. The US Environmental Protection Agency (EPA), Acquisition Brach, intends to purchase, on brand name of equal basis, under the authority of FAR 52.11-6. The items are manufactured by Biological Biophysical Engineering (BBE) Moldaenke and consist of: 1. one (1) FluoroProbe 2 [Part Number, (P/N): BG32000-E] 2. one (1) FluoroProbe: transmission sensor, (P/N: BG3055-E) 3. one (1) water temperature sensor for FluoroProbe 2, (P/N: BG30056-E) 4. one (1) FluoroProbe: Auto start plug, (P/N: BG30054-E) 5. one (1) FluoroProbe: 2m non-submersible cable & connector, (P/N: BG30065-E) 6. two (2) FluoroProbe: 0.5m submersible cable extension, (P/N: XX005MF) 7. one (1) 300 meter certification for BBE FluoroProbe 2, (P/N: BBEFL300M) 8. one (1) Fluorometer second year warranty and factory recalibration at end of year 2, (P/N: BBEFLY2W) Based on EPA's knowledge of the instrumentation industry, there are features covered in the instrument specification that may have unique capabilities to particular vendors. The selected instrument must meet certain requirements: (1) to differentiate algal classes, the instrument must (a) emit light at six or more selected excitation wavelengths - (at a minimum: 370nm, 450nm, 525nm, 570nm, 590nm, and 610 nm (b) have narrow band pass filters to allow detection of specific emission wavelengths. (2) be self-correcting for strength of the led light sources, (3) be submersible up to 300m depth, (4) have the capability of being either real-time, with data sent back to a computer during deployment or stand-alone, with data uploaded to a computer at the end of a sampling period, (5) the multi-spectral, in situ fluorometer must include, as part of the operating package, the software necessary to run the instrument and to discern the quantities of the algal groups based on the data provided by the fluorometer, (6) the fluorometer should include a transmissometer to correct the quantity of suspended particles in the water and (7) the fluorometer should include a temperature sensor. Any vendor believing itself capable of meeting EPA's requirement may submit documentation and price quote complying with the specification. Such documentation must be submitted to the point of contact within 10 business days of posting this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
