Description
SOURCES SOUGHT: The NMFS intends to award a sole source purchase order to Mote Marine Laboratory, Inc. (MML) located in Sarasota, FL., to conduct shark sampling and deploy pop-off satellite archival tags on adult bull sharks. MML is the only known source for undertaking this research on bull sharks along the central Gulf Coast. MML has the only known group of researchers in the region that have the necessary experience and facilities to perform this research on large coastal sharks. MML has experience using satellite telemetry on elasmobranchs, including large bull sharks. They have deployed several pop-up archival tags on bull and blacktip sharks within Florida waters. MML has hosted user workshops to help define uses of and potential advances that can be made with satellite technology (Sharks and Satellite Tagging: Achieving the Potential. 2004. Project tasks will consist of : 1)Examining the short-and long-term location and movement of bull sharks, Carcharhinus leucas, along the Gulf of Mexico coast of Florida using archival pop-off satellite tag technology, 2) Defining movement patterns of sharks post-release to help identify migratory corridors, depth preferences and essential habitats, 3) Defining habitat utilization of this species within coastal waters, 4) and, Providing data to improve current information for management of this species. The anticipated performance period is from date of award through December 1, 2006. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications, and any additional supporting literature.
