- This requirement is being procured and an award wil be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The Pacific Islands Sustainable Development and Intergovernment Office located in Kihei, Hawaii intend to procure on a sloe source basis with Hawaii Institute of Marine Biology (HIMB) for use of Remote Autonomous Vehicles to explore reef habitat in Hawaii. The project will utilize data collected from automous vehicles that will send back data through video captured by remotely operated water going crafts (AUV?s). These are small untethered and battery powered ?submarines? equipped with various sensors and video capturing devices that can collect data as it cruises along a prescribed path. Sensors can be built in to the AUV to measure water quality parameters such as temperature, pH, and salinity, as well as take still images and short video. ?Missions? can be designed that direct the vehicle to take snapshots and sense water quality measurements at defined locales, depths, or times, such as along a specified sampling transect. Alternatively, vehicles can be remotely driven to sample randomly at the user?s discretion. A variety of observations could be made that could address species diversity, water quality and coral conditions such as bleaching and disease prevalence,or distribution of alien species. The data collected by the autonomous vehicles can then be streamed back to land and subsequently disseminated through the internet bringing the marine world to the fingertips of any computer user. This is of particular value for classroom science inquiry, where students can design studies to test their own hypotheses. In the short term, data obtained from a single AUV could be integrated into local classrooms for students to begin virtual underwater sampling. In the longer term, a small fleet of crafts can be used to explore other National Marine Sanctuaries of the Pacific Region, including the Northwestern Hawaiian Islands, Fagatele Bay National Marine Sanctuary in American Samoa, and the habitats of the Hawaiian Islands Humpback Whale National Marine Sanctuary. Project Implementation--In May of 2005, HIMB and the National Marine Sanctuary Program formed a partnership to undertake a series of research projects addressing data needs for ecosystem management of the Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve (NWHICRER). The numerous research projects focus on basic ecological and evolutionary questions such as population connectivity. NOAA already has MOU in place with the HIMB. This project builds on work already undertaken in the past few years. HIMB?s primary involvement with the Pacific Region NMS Program centers on providing science based information to contribute to an ecosystem approach to management in the NWHICRER, and in the future will incorporate studies at Fagatele Bay NMS. Reef Missions lessons will be designed to closely align with the monitoring and research programs in the NWHI as performed by HIMB researchers such that it will build education capacity, public awareness and stewardship as described in the Ecosystems Mission Goal?s outcomes, objectives and strategies. In addition, the science based inquiries that will be performed by students also address both the Climate and Weather and Water Mission Goals. Specifically, we will through education increase awareness on the effects of climate on water temperatures and coral reef ecosystem health, as well as the effects of storm driven coastal run-off and sewage spills. Finally, by cultivating interest in our local students, we ultimately address one of the key NOAA Mission Support strategies, namely, attracting and maintaining a competent and diverse workforce that contributes to accomplishing NOAA strategic goals.
