- This requirement is being procured and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS)located in Seattle, WA intend to procure on a sole source basis with Alaska Department of Fish and Game to conduct the 2006 large mesh and small mesh surveys in the Gulf of Alaska and provide NMFS the indentified data. Two types of bottom trawl surveys are conducted annually by the ADF&G Westward Region. The first uses a 400-eastern otter trawl and is referred to as the ?large-mesh survey?. Conducted annually since 1988, the large-mesh trawl survey has consisted of approximately 400 hauls within the central and western Gulf of Alaska (GOA), from Cape Douglas to the eastern Aleutian Islands. The large-mesh trawl survey occurs from June to September. Although the large-mesh survey was developed primarily to assess crab resources, groundfish abundance and size composition data are also collected. The second ADF&G survey uses a three-bridle, high-opening shrimp trawl and is referred to as the ?small-mesh survey?. This survey consists of approximately 110 hauls each year, with the central and western Gulf surveyed in alternating years. Chiniak Bay and Marmot Bay, adjacent to Kodiak Island, have been surveyed annually. The small-mesh survey is conducted in late September through October. Primarily developed to assess shrimp resources, this survey also collects forage fish and groundfish abundance and size composition data, similar to data collected by NMFS from Pavlof Bay. The Pavlof Bay annual assessment has occurred for over 30 years. Objectives and Need for Assistance: The objective of this project is to enhance data collection on groundfish species in the Central and Western Gulf of Alaska (GOA) and extend the ADF&G small-mesh survey to Pavlof Bay. Valuable data for assessment and management of commercial groundfish stocks in the GOA is gained by increasing the scientific sampling crew size aboard the R/V Resolution during the annual ADF&G large and small mesh trawl surveys. This assistance is needed to fund the salary, benefits, and supplies for an additional FWT II on the scientific sampling crew. Assistance is also necessary to supplement vessel fuel costs, upgrade sampling equipment and extend the small-mesh survey to an additional area. Objectives and Expected Benefits: This project benefits ADF&G by enhancing the quantity and quality of data collected annually on the marine resources located both inshore and offshore. This project benefits NMFS by providing annual data on groundfish stocks that are assessed and managed by NMFS. The ADF&G small-mesh trawl survey of Pavlof Bay will continue a valuable time series. The cost is negligible relative to fielding a new trawl survey to gather the same data. These data are only available from the existing ADF&G westward large mesh and small mesh trawl surveys. The period of performance is July 2006 through June 2007. This notice may represent the only official notice. This is a simplified acquisition with an estimated value of less than $100,000.00
