Description
NOTICE OF INTENT: The United States Department of Energy, Oak Ridge Office (ORO), plans to contract by means other than full and open competition. ORO intends to negotiate an extension to the current Contract Number DE-AC05-00OR22690 with Wackenhut Services, Inc., for physical protection of Government assets through its paramilitary protective force and continue to provide information security and personnel security. Major sites include the DOE Federal Building complex, East Tennessee Technology Park, Office of Scientific and Technical Information, the Office of Secure Transportation, and the Oak Ridge National Laboratory. This action is to extend for up to three months a contract which has been in place since October 1, 1999, and is currently set to expire on June 30, 2006. The extension modification will be for one month with two consecutive one-month options. The estimated value of this contract extension is approximately $8.6 million, based on approximately $2.8 million for each month, for each of the three months, July, August, and September. An open competitive solicitation for award of a contract for a source to provide a paramilitary protective force and personnel security, but not the information security portion of this contract, is expected to be awarded in June or July of this year. The use of other than full and open competition for the proposed action is authorized by 41 USC 253(c)2. This section provides that when the agency???s need for the supplies or services is of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits proposals, full and open competition need not be provided for. Delay in award of a contract action would result in serious injury, financial and otherwise, to the Government; thus an unusual and compelling urgency precludes full and open competition. Firms who want to challenge the sole-source must submit an interest letter that demonstrates your firm???s ability to provide an equivalent service and rationale as to why they should be considered, as described above. All interested firms must respond by 2:00 PM (EST), June 8, 2006, to Walker Love, AD-424, U.S. Department of Energy, 200 Administration Road, Oak Ridge, TN 37830. Email:. lovewk@oro.doe.gov. A determination by the Government not to compete this proposed contract extension is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement for any costs connected with providing the capability information will be provided by DOE.
