- The National Cancer Institute (NCI), Division of Cancer Prevention (DCP), plans to procure on a sole source basis, services to review cancer death cases regarding the NCI Prostate, Lung, Colorectal, and Ovarian Cancer (PLCO) Death Review Committee (DRC) with Dr. Walter Lawrence, 6501 Three Chopt Road, Richmond Virginia 23226. The North American Industry Classification System Code is 541990 and the business size standard in $6M. The Prostate, Lung, Colorectal, and Ovarian Cancer (PLCO) Screening Trial is a large scale, randomized study to determine whether certain screening tests will reduce the number of deaths from these cancers. Contractor Requirements: 1) Review thirty (30) cases that have evidence of prostate, lung, colon, rectal or ovarian (PLCO) cancer, evidence of a condition associated with a PLCO organ, or a death of unclear etiology, 2) Evaluate the adequacy of the information, 3) Consider the participant's death to be: definitely due to; probably due to; probably not due to; or definitely not due to; prostate, lung, colorectal or ovarian cancer, 4) Consider whether or not other competing disease processes contributed to death, 5) Complete the Cause for Death Questionnaire, 6) Participate in conference calls to discuss cases where there was disagreement for either the cause of death or the site of the cancer. This review process plays an important role in minimizing bias in assignment of PLCO cancer as cause of death on the death certificate and therefore ensures a more accurate assessment of the value of these PLCO screening exams. The PLCO Screening Trial is a high profile NCI trial accounting for about half of all cancer deaths in the United States in its focus. As the primary endpoint of this multi-year screening study is mortality from the four (4) PLCO cancers, it is essential that Dr. Lawrence?s expertise be utilized in the PLCO death review process. Dr. Lawrence is uniquely qualified to serve on this review committee. He has been chairman of the American College of Surgeon?s Commission on Cancer as well as national president of the American Cancer Society and he currently serves on its board of directors. This expertise, combined with his experience as a member of fourteen NIH cancer review committees make Dr. Lawrence the only feasible candidate for this position on the PLCO death review committee. Period of Performance: Base year: June 15, 2006 - June 14, 2007 with four (4) twelve (12) month options. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT on June 8, 2006 to Malinda Holdcraft, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
