Description
The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Scimedia USA Ltd, Irvine, CA 92614, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for one (1) each of the following items: 1) MiCAM02 Dual Camera System (includes two CCD cameras, processor, PC, LCD monitor, interface card, software for acquisition and analysis, cables, and manuals); 2) THT Microscope (includes lenses, filters for VSD imaging, and stand and stage configuration); and 3) HL-150 includes 150 watt halogen light source with built-in shutter, shutter controller, fiber optic light guide and condenser lens. System must be capable of visualizing seizure propagation in hippocampal slices with use of voltage sensitivefluorescent dyes, the critical technical requirement is a high speed, high resolution, extremely sensitive and stable camera system that may detect fluorescent change of less than 0.1% at a very high speed (>200 frame per second), since the frequency of neuronal seizure activities is greater than 100 Hz. The MiCAM02 system has achieved the highest signal-to-noise ratio among CCD cameras, it can image 192x128 pixels at 270 frames per second with MiCAM02 HR and 555 fps with MiCAM02 HS. In addition this is a two camera system, and therefore the background image and the pseudocolor image in the same acquisition, so pixel positions are perfectly aligned and analysis can be done immediately after recording is finished. Any firm believing itself capable of providing these services may respond by submitting a written narrative statement of capability within 15 days of date of notice to Dee Lunney at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Scimedia USA Ltd. The NAICS Code/Size is 334516/500EM. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
