Description
The National Institutes of Health intends to Negotiate and award on a sole source purchase order utilizing simplified acquisition procedure to David A. Dewitt, 8914 Mountain Berry Cr., Frederick Md 21702 to provide Acquisition Planning and Specifications Services. The requirement consists of the following: 1. The contractor shall be aware/familiar with most of the area equipment maintenance contractors as to the capabilities of their individual employees and ability to obtain parts. 2. The contractor shall be aware of those instruments containing radioactive sources to ensure laboratory safety. 3. The contractor shall be aware of those instruments having special needs for full and complete operations i.e. chilled water anti-vibrations, ambient temperature control, etc. 4. The contractor shall be able to deal effectively with researchers who do not practice good laboratory instrument housekeeping. 5. The contractor shall handle disputes between researchers and contractors. 6. The contractor shall be aware of the overall instrumentation needs of the NIH Scientific community. 7. The contractor shall have knowledge of the Federal Property Management Regulations in dealing with trading in of instruments. 8. The contractor shall be aware of GSA pricing constraints and the impact they have on trading in of instruments. 9. The contractor shall maintain continual contact with manufacturers of laboratory instruments to keep up with technology breakthroughs as they occur. 10. The contractor shall have approximately ten (10) years experience providing support to NIH researchers. 11. The contractor shall have a sound and in-depth knowledge (at least ten years) of the NIH acquisition process. 12. The contractor shall be familiar with and shall have a general knowledge of the types of research equipment used here at the NIH. 13. The contractor shall have an in-depth knowledge (at least 10 years) of the NIH Property Administration and Utilization Procedures as they relate to equipment trade-in. 14. The contractor shall have an in-depth knowledge (at least 10 years ) of the Federal Property Management Regulations as they relate to equipment trade-in. 15. The contractor shall be capable of identifying flaws in contractor?s systems, services and practices. 16. The Period of Performance shall begin immediately after award and continue through September 30, 2006. 17. The Contractor shall submit monthly reports to the Chief, Acquisition Planning and Specifications Branch. The report shall contain prior month information on dollars saved on Equipment Trade-Ins and Quality Assurance issues resolved and pending. 18.
