MARKET RESEARCH QUESTIONNAIRE Title: 110 WPB CLASS CUTTERS; REPLACEMENT RUDDERS Revision Date: 5/24/2006 Originated by: Todd M. PURPOSE IF CONTACT The Coast Guard is conducting market research in effort to identify vendors who can provide commercially available polyether polyurethane rudders. 2. SYNOPSIS The Coast Guard is considering replacement of the existing steel rudders with a polyether polyurethane type foil to reduce further maintenance and enhance durability of the 110 WPB Island Class Cutters. 3. OUTLINE REQUIREMENTS Vessel Characteristics: Loa = 104.3 ft. T = 7.3 ft. Boa = 21.1 ft. ?? = 163.4 LT V = ~ 30 knots A = 11.55 ft2 Rudder Stock Properties: Rudder shaft material shall be Aquamet 22 HS, Aqualoy 22 High Strength or equivalent high strength, non-magnetic stainless steel boat shaft. Minimum physical properties are provided below. 5803 tungsten carbide thermal spray weld shall be applied on the stock throughout the bearing and seal areas, starting at the 1?? radius where the stock meets the fin blade. Are these products current production units? 3. Do you offer these products commercially? 4. If you do not offer a commercial product that already meets these requirements, do you offer a commercial product that could be modified to meet these requirements? 5. Do you expect to offer a new product or service some time in the future that might affect the product you are offering for this requirement? 6. What kind of standard testing is performed on your product? Please provide a copy of the standard testing or please explain in detail the type of testing performed? 7. Do you provide standard training of the equipment 8. What type of manufacturing or services quality control do you provide? Please provide a copy of the quality control if available. If not available, please explain in detail your standard practices for quality control. 9. Where is your manufacturing plant located? 10. What is the lead time for manufacturing and delivering these products? 11. What are your standard warranty terms? Does the warranty period start upon delivery of unit or upon installation of unit? Please provide a copy of the warranty terms. 12. Do you have a commercial catalog for a related group of products or services? If so, please provide a copy or a web address. 13. Knowing that the rudders will set directly behind the propellers and be exposed to cavitations, what hardness do you recommend for the polyether polyurethane material? What material do you recommend that will hold up for this type of application? 14. The CG is currently using an anti-cavitations coating on the rudders due to the prop wash, will a coating be required on top of the polyether polyurethane material to present it from erosion? Will the PPM erode? 15. Is your company a small business manufacturer or dealer or large business manufacturer or dealer? 16. Are you a minority business? If so, what kind? Manufacturers may submit any and all information, literature and documentation that they feel may be beneficial. This notice is issued for the purpose of market research. The Coast Guard does not intend to award a contract on the basis of this market research or otherwise pay for information received in response to this notice. Any response and documentation received will be treated as information only and it shall not be used as a proposal. Questions pertaining to any future solicitation will not be answered at this time.
