Description
The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) plans to establish a contract for Thermoplastic Lawn Crypts at the Puerto Rico National Cemetery. The NCA plans to establish indefinite delivery indefinite quantity contract to purchase a Poly Containment System for a base year consisting of approximately 4,000 crypts and include 4 one-year options for approximately 1,500 crypts per year. The base year of 4,000 crypts are to be installed (in Puerto Rico National Cemetery) within 365 days of receipt of a Notice To Proceed. The remaining option years are to be exercised at the option of the government. The locations for the crypts in the option years will be determined in the individual delivery orders for the crypts on an as needed basis. The approximately value of the contract is between $2,000,000 and $5,000,000. The Department of Veterans Affairs plans on negotiating a sole source contract for the poly containment system with one known contractor unless we can find other contractors who can make a similar acceptable poly containment system. The VA would like all interested contractors to review the attached description of the Poly Containment System (Section 06500) to be used for our Thermoplastic Lawn Crypts and submit any information they have for any products that are same or similar. The VA will review all technical information furnished by the contractors to make a determination as to whether there is more than one supplier for Thermoplastic Lawn Crypts before negotiating a sole source contract. Thermoplastic Lawn Crypts: Material: Material shall consist of 100% post industrial and/or post consumer recycled or reprocessed non-biodegradable, non-porous polypropylene. Manufacturing Process: Molded using the multi nozzle low-pressure structural foam injection molding process. This process includes the direct injection of a high-pressure inert gas into the hot plastic melt as it is mixed in the extruder. This process method results in a product with an internal cellular inner core and a solid exterior skin. Lawn Crypts shall: Be of shared wall design to maximize the density of openings per installed area. Be of knock down design for improved shipping density. Have easily removable casket supports for installation of lower casket. Individual components must be lightweight for easy installation without use of heavy equipment. Dimensions: Nominal Interior: 86"L x 30"W x 25-3/4"H Nominal Common Wall: 2.75" thick Color: Black Warranty: 25 Years on Parts only 06500 POLY CONTAINMENT SYSTEM PART 1- DESCRIPTION OF PRODUCT Materials Medium impact polyolfin Low pressure multi nozzle structural foam Drawings included Separate independent engineering report (Leviton) PART 2 - RELATED WORK EXCAVATION Site to be excavated to depth of ninety inches (90") to ninety five (95")to accommodate foundation, lawn crypts and eighteen To Twenty-four inches (18-24")of soil cover on top of crypts as per approved plan. Bottom excavation to be virgin soil (unexcavated) or, if necessary compacted to a 90 - 95% proctor. Sides of excavation to be sloped at a 3::1 ration for safety and OSHA regulations. A twelve (12') foot ramp to be excavated into the base to facilitate movement of trucks and equipment as necessary. GRAVEL BASE Minimum of six (6") of #57 Stone or equivalent to be spread for base for concrete pad and to accommodate under base drainage. Eight inches of #57 stone to be placed around foundation for placement of perimeter drainage. CONCRETE BASE A monolithic 3000# strength concrete base to be formed and poured as per approved plan. Two #5 steel reinforcing bar tied together to be placed as continuous perimeter set in the 10" x 20" footing. A 4" slab to be in place over the # 57 stone base. Dimensions of base to be as per approved plan. Under base drainage to be 4" Schedule 20 perforated PVC to be placed in gravel base as per plan. 1. All drainage pipes to be wrapped with filter cloth, prior to placement, to prevent silt infiltration. PERIMETER WALLS Concrete block construction (CBC) wall to be placed in a running bond pattern around the installed crypt installation. Wall consists of eight courses, seven of regular stretcher block, with an open bond beam block to be the top course. Concrete base to be drilled and steel #5 rebar 60" in length to be epoxied in holes at 15 7/8" spacing, one per block. One continuous #5 rebar to be placed in bond beam at top course and tied to vertical rebar. Bond beam and all orifices of block wall to be filled with 4000# pea gravel concrete mix. CRYPT LIDS A #4 steel rebar grid to be placed on molded supports within the lid. Lids then filled with 4000# pea gravel concrete mix with a bull floated finish. PART 2 - PRODUCT LIST Components Lawn crypt installation to include wall panels, end panels, casket supports and crypt lid with steel rebar grid. 3000# concrete mix 4000# concrete mix # 5 steel rebar: 60"inch and 20'foot lengths. Epoxy Concrete blocks: regular stretchers and open bottom bond beam. PART 3 - EXECUTION OF INSTALLATION 3.1 Manufacturers Representative A representative from the manufacturer to be on site to supervise contractor and crew with installation and to insure the proper procedure is adhered to. Manufacturer will provide contractor with: Installation Manual for the Vantage Lawn Crypt System to familiarize crew with installation of lawn crypt components. Perimeter to be backfilled usually with the material removed from excavation and compacted with trench roller at one to two foot lift intervals. Top of crypts to be backfilled with a suitable material to a depth of 12 inch to 16 inch, the remaining 6 to 8 inch depth to be a quality topsoil for the installation of sod or seed.
