Description
SOURCES SOUGHT - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought solicitation. The Contracting Center of Excell ence (CCE) is soliciting information from potential sources and seeking qualified small business sources on behalf the Deputy Chief of Staff, G8, PAE. The objective is to acquire contractor support during the programming, and budgeting phases of the Depart ment of Defense Planning, Programming, and Budgeting and Execution (PPBE) process, culminating in the annual submission of the Army's portion of the President's Budget. Inherent in this responsibility is the oversight of all Information Technologies (IT) a nd the requirements for developing, administering, maintaining, and enhancing automated data and information systems that ensure efficient business operating processes. Interested parties may access a draft copy of the Statement of Work (SOW) from the DCC -W website at http://dccw.hqda.pentagon.mil; reference solicitation number W74V8H-06-R-0046 Comments are requested on the specific requirements, performance standards, and incentives are welcome. The North American Industry Classification System (NAICS) C ode is 541611 and the small business size standard is not to exceed $6.5 million. Respondents are requested to submit a Capability Statement that clearly addresses your corporate capabilities. The capability statement is not to exceed 15 pages and must provide a summary of relevant experience and knowledge that address the entire scope of the SOW. Key elements to consider in your submission are a) the technical approach must demonstrate the necessary skills, relevant experience, and capabilities to succ essfully perform all tasks in the SOW and b) the management approach must demonstrate the ability to provide qualified personnel in a timely manner, and a management plan for execution of all of the tasks in the SOW. This statement must include substantive current or recent past performances references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract, brief description of services, Contracting Officers Representatives (COR) name, COR email, and COR telephone. Request corporate information specifies the company name and address, corporate contact points, CAGE code and attach a copy of your current CCR data. Also, advise the Government of pending changes in small business status. The ca pability statements will be evaluated to determine if at least 2 small businesses are capable of performing the SOW. However, the respondent will not be notified of the results. The anticipated period of performance for this requirement is 12 months (base year), and 5 option years. All data received in response to this Sources Sought solicitation that are marked proprietary will be fully protected from release to outside of the Government.
