- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is RMK0E060041 and is issued as a Request for Proposal (RFP). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-18. This requirement is set aside totally for small businesses with a NAICS Code of 611110 and the business size maximum is $6.0 million. The performance period for this requirement is for a basic year and four-one year options. The description of the service is: BACKGROUND The Bureau of Indian Affairs (BIA), Office of Indian Education Programs (OIEP) serves as a state education agency for 184 elementary and secondary schools and dormitories serving approximately 47,000 students located in 23 states on 63 American Indian reservations. The Family & Child Education (FACE) Program is a culturally appropriate family literacy model which provides for and promotes education services for children birth to 3rd grade and their parents in three settings, 1.) Home and 2.) Bureau of Indian Affairs funded schools for 3-5 year olds and K-3rd grade. FACE has been identified as the model OIEP utilizes in a school reform effort. The model is based on extensive research and best practices as highly effective for promoting readiness skills for young children entering Kindergarten and quality parental involvement. Beginning in the earliest years of life, FACE provides the opportunity for parents/primary caregivers and children direct daily educational experiences in developmentally appropriate learning activities and environment. SCOPE OF WORK: TERM: The term of this Scope of Work and the resulting Contract shall be for a period of one (1) year until June 30, 2007, with four one-year options at the discretion of the BIA - OIEP. The anticipated solicitation time is 30 days from submission of this Statement of Objectives to the Contracting Officer. Bids will be due one month or 30 working days from the date of the initiation of the solicitation. The anticipated date for contract award is July 1, 2006. PURPOSE: The purpose of this Statement of Objectives is to identify a vendor for the purpose of providing technical assistance and professional development in the Family & Child Education (FACE) and Baby FACE Program. The technical assistance provided will be in a home-based service component of the FACE/Baby FACE model The model addresses a comprehensive educational approach of providing monthly to bi-monthly personal visits, monthly parent meetings, early screening of overall development and referrals to school and community services. The personal visits are provided by parent educators to families and children pre-natal to three years of age. Each parent educator provides learning experiences supporting children?s development and interest and engages parents in developmentally appropriate interactions. Another unique aspect of parent education is to foster early literacy with children and families through the Dollywood Imagination Library resources provided by OIEP. Some families with children 3 ? 5 years of age also receive home-based services. The personal visits are conducted in either the Native/English language and parents learn effective parenting skills. Some participants also receive adult education services in the home. The contractor must have thorough knowledge of: The BIA, OIEP, Family and Child Education FACE and Baby FACE model, components, sites and school settings for a family literacy, home-based model, for parents and young children (pre-natal ? 5 years of age). The BIA-OIEP bureau funded schools, programs and models. Knowledge of developmentally appropriate best practices in early childhood including brain-based research and language acquisition relative to American Indians. Capacity to implement an intergenerational, culturally and language rich, family literacy model in approximately 65-70 BIA funded FACE/Baby FACE programs across the nation. Capacity to conduct national training for Parent Educators in Implementation and Follow up and National training for all 39 FACE and aprox. 35 Baby FACE programs with workshops, including locating national speakers, and various other conference planning activities. Knowledge and expertise to provide training to Parent Educators in the utilization of the Ages Stages Questionnaire meeting the standards of scientifically based research and developmentally appropriate practices. Knowledge and expertise to provide training in the incorporation of Reale/Webbe Book training for parent educators. Knowledge of early intervention and identification programs in 60 Tribal Programs for accessing special needs resources within the community for young children. Knowledge and experience in the delivery of the ?Born to Learn? curriculum utilized in the FACE/Baby FACE home-based component. The contractor must be able to provide consultants: With five or more years of experience working with Bureau funded schools specifically with the FACE and Baby FACE model. Developing and providing a comprehensive system of delivery for on-site technical assistance in the home- based component to FACE and Baby FACE programs across the nation. That are trained and certified in the Ages & Stages Questionnaire and WEBBE (Reale) book training. With expertise in the delivery of technical assistance specific to Native American family literacy and education within a bureau funded school based system. Expertise and delivery of the neuroscience brain based curriculum ?Born to Learn? from birth to age five. The contractor shall provide the following services: OBJECTIVE 1: Collaborate/partner with OIEP and deliver Technical Assistance for quality implementation in 39 FACE programs located across the nation with the following services. Implementation of a comprehensive intergenerational, home-based component for the FACE and Baby FACE program for children birth -5 years of age and their parents/primary caregivers. The Contractor shall utilize resources available that provides comprehensive scientifically researched and developmentally appropriate best practices. The Contractor shall coordinate with the BIA-OIEP, Early Childhood staff: Training schedules, information and any other tasks that require OIEP ? Early Childhood staff involvement, coordination, and communication including Education Line Office communication and involvement. OBJECTIVE 2: Provide training and technical assistance to the BIA-OIEP 39 FACE sites in 11 states across the nation. The Contractor will coordinate with the OIEP, Early Childhood, each training, agenda, content, distribution, and dissemination of information and protocol that includes technical assistance on the home-based model which is unique to OIEP. The Contractor will provide training each year to new employees for: Implementation (5 days) and Follow Up (4 days) and Administrators (2 days). The training will include new staff and administrators of the programs. Every year an Advanced National training (3 days) is held for all FACE/Baby FACE staff (Aprox. 500) in various cities/locations which include on-site preparation scheduling of workshops, consultants/trainers, all materials, audio visual planning, etc. All training is conducted with final approval for content/coordination with the OIEP, Early Childhood. The Contractor will provide on-site technical assistance to each of the FACE and Baby FACE programs for 2 days in length. These on-site technical visits will include one consultant, scheduling, notification to program, making all travel arrangements and providing telephone support to each program in the home-based component. The on-site technical assistance visits will complement and be in concert with other FACE National Technical Assistance Providers (National Center for Family Literacy) of the FACE model and at times with OIEP, Early Childhood. The Contractor will provide specific training on early screening, special needs, teen parents and any other training that is applicable to the home-based components of FACE and Baby FACE The Contractor will provide support to eight outstanding FACE programs in the Reale Book, technology component for various staff members of the FACE teams that includes Parent Educators. The Contractor will participate in quarterly teleconference calls (1 hour in length) with twelve (12) FACE and various Baby FACE programs that require additional Technical Assistance and are placed on program Concern/Alert or Probation status within the year. The Contractor will continue with the Dollywood Imagination Library book program for all children in FACE and Baby FACE acting as liaison with the Dollywood Imagination Library on behalf of OIEP. The Contractor will coordinate/collaborate/communicate/plan frequently with the national partner organization of the FACE model. The Contractor will coordinate/plan and communicate with other National partners or organizations the OIEP conducts business with. OBJECTIVE 3: Deliverables Provide the BIA-OIEP a final report which utilizes information to determine the effectiveness of the FACE program including recommendations for each programs improvement. The Contractor will furnish a final narrative report based on the technical assistance provided that includes challenges, and recommendations for FACE program implementation. The contractor will provide technical assistance reports for each program based on on-site technical visits citing program strengths, concerns and recommendations etc. The format of these reports will meet the required format and needs of OIEP. The contractor will coordinate/collaborate and communicate with OIEP, Early Childhood office on program direction, protocol, etc. via telephone, teleconferences, telefax and other. The Contractor will meet with OIEP, Early Childhood staff at least quarterly to discuss program and other special meetings as necessary to the project. The Contractor will provide OIEP with all data and reports via CD OIEP will remain the sole proprietor or all information, schedules, documents, data, etc. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and past performance, when combined, are more important than cost or price. Proposals will be evaluated by the contract officer representative. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. An addendum to this provision is applicable, in which the term offeror, whenever it appears, shall be replaced with the term quoter. Quoters are required to submit completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotes along with a DUNS Number. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statures or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. Required Central Contractor Registration and FAR clauses 52.219-6, Notice of Total Small Business Set-Aside and, Department of the Interior Acquisition Regulation (DIAR) 1452.226-70 Indian Preference, DIAR 1452.226-71 Indian Preference Program, DIAR 1452.204-70 Release of Claims are applicable.
