Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is RMK0E060042 and is issued as a Request for Proposal (RFP). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-18. This requirement is set aside totally for small businesses with a NAICS Code of 611110 and the business size maximum is $6.0 million. The performance period for this requirement is for a basic year and four-one year options. The description of the service is: BACKGROUND The Bureau of Indian Affairs (BIA), Office of Indian Education Programs (OIEP) serves as a state education agency for 184 elementary and secondary schools and dormitories serving approximately 47,000 students located in 23 states on 63 American Indian reservations. The Family & Child Education (FACE) Program is a culturally appropriate family literacy model which provides for and promotes education services for children birth to 3rd grade and their parents in three settings, 1.) Home and 2.) Bureau of Indian Affairs funded schools for 3-5 year olds and K-3rd grade. FACE has been identified as the model OIEP utilizes in a school reform effort. The model is based on extensive research and best practices as highly effective for promoting readiness skills for young children entering Kindergarten and quality parental involvement. Beginning in the earliest years of life, FACE provides the opportunity for parents/primary caregivers and children direct daily educational experiences in developmentally appropriate learning activities and environment. SCOPE OF WORK: TERM: The term of this Scope of Work and the resulting Contract shall be for a period of one (1) year until June 30, 2007, with four-one year options at the discretion of the BIA - OIEP. The anticipated solicitation time is 30 days from submission of this Statement of Objectives to the Contracting Officer. Bids will be due one month or 30 working days from the date of the initiation of the solicitation. The anticipated date for contract award is July 1, 2006. PURPOSE: The purpose of this Statement of Objectives is to identify a vendor for the purpose of Technical Assistance and Professional Development in the Family & Child Education (FACE) Program. The technical assistance provided will be in a four (4) component family literacy model in center-based for (preschool, 3 -5 years of age and Adult education) of the FACE program. The model addresses a comprehensive educational approach of promoting parent and child education simultaneously, four days a week for 6-7 hours a day: 1.) Early Childhood education in a pre-school for children ages three (3) to five (5) years, 2.) Parent Time education for parents 3.) Adult Education and 4.) Parent and Child Together (PACT) time. The contractor must have thorough knowledge of: The Bureau of Indian Affairs (BIA), Office of Indian Education Programs (OIEP), Family and Child Education (FACE) model, components, sites and school settings for family literacy, center-based model, for adults and children (3 ? 5 years of age). The BIA-OIEP bureau schools, programs and models. A preschool (center-based) model that address a High Scope curriculum, ?active learning? approach in school readiness for young children entering Kindergarten Knowledge of developmentally appropriate best practices in early childhood and adult education relative to American Indians. Knowledge of a family literacy and adult education model utilizing Equipped for the Future and Key Experiences. Capacity to implement an intergenerational, culturally and language rich, family literacy model in 39 BIA funded FACE programs in 11 states across the nation. Capacity to conduct national training for early childhood teachers and adult education teachers in Implementation and Follow up and National training for all 39 FACE programs with workshops, including locating national speakers, and various other conference planning activities. Knowledge and expertise to train early childhood teachers in the utilization of the Work Sampling System meeting the standards of scientifically based research and developmentally appropriate practices. Knowledge, expertise in training utilizing the Dialogic Reading process and the Expressive One Word Picture Vocabulary Test. Knowledge and expertise in National pre-school standards for kindergarten entry in two content areas of Language/Literacy and Math. Knowledge and expertise to provide training in technology that incorporates Reale or Webbe Book training. The contractor must be able to provide consultants: With five or more years of experience working with Bureau funded schools specifically with the FACE model. Develop and provide a comprehensive system for the delivery of on-site technical assistance for the center based component (preschool children and adults) to 39 FACE programs across the nation. Provide personnel/staff that are trained and certified in the High/Scope Pre-school Approach, Ages & Stages Questionnaire, Equipped for the Future Standards, Work Sampling System Assessment, CASAS Adult Assessment, Dialogic Reading, Bridges to Practice Curriculum for Adults with Learning Disabilities, and WEBBE (Reale) book training. Provide consults with expertise in delivery of technical assistance specific to Native American family literacy and education within a bureau funded school based system. The contractor shall provide the following services: OBJECTIVE 1: Collaborate/partner with OIEP and deliver Technical Assistance for quality implementation in 39 FACE programs located across the nation with the following services. Implementation of a comprehensive intergenerational, four component family literacy model for the FACE program, in center-based, for children 3 -5 years of age and their parents/primary caregivers. The Contractor shall utilize resources available that provide a comprehensive school readiness, scientifically researched and developmentally appropriate best practices. All materials and/or documents, etc. developed and utilized, as a result of this initiative shall become the property of the BIA-, OIEP. The Contractor shall coordinate with the BIA-OIEP, Early Childhood staff: Training schedules, information and any other tasks that require OIEP ? Early Childhood staff involvement, coordination, and communication including Education Line Offices communication and involvement. The Contractor will provide four (4) quarterly newsletters. The compilation, organization, publishing and distribution of a FACE to FACE newsletter in collaboration with OIEP, Early Childhood that could include Baby FACE program information. The Contractor will organize, publish and distribute a compilation of FACE and Baby FACE parent essays. This will be in two formats, one full version including all essay entrants and one version that include only the FACE/Baby FACE parent essay winners. OBJECTIVE 2: Provide training and technical assistance to the BIA-OIEP 39 FACE sites in 11 states across the nation. The Contractor will coordinate with the OIEP, Early Childhood, each training, agenda, content, distribution, and dissemination of information and protocol that includes technical assistance on the family literacy model which is unique and comprehensive to the OIEP. The Contractor will provide training each year to new employees for: Implementation (5 days) and Follow Up (4 days) and Administrators (1 day). The training will include new staff and administrators of each FACE program. Annually an Advanced National training (3 days) is held for all FACE staff (Aprox. 500) in various cities/locations which include on-site preparation scheduling of workshops, consultants/trainers, all materials, audio visual planning, etc. All training is conducted with final approval for content/coordination with the OIEP, Early Childhood. The Contractor will provide on-site technical assistance to each of the 39 FACE programs in 11 states for 2 days in length. These on-site technical assistance visits will include consultants, one each for early childhood and adult education, scheduling, notification to program, making all travel arrangements and providing telephone support to each program in the center based component. The on-site technical assistance visits will complement and be in concert with the Parents as Teachers National organization of the FACE model and at times with OIEP, Early Childhood. The Contractor will provide training to all Early Childhood teachers in best practices in a preschool setting. Specifically the contractor will utilize the High Scope ?active learning? approach, Work Sampling System, Dialogic Reading model and the Expressive One Word Picture Vocabulary Test. The Contractor will incorporate a comprehensive family literacy approach to the training The Contractor will provide training and technical assistance in developed early childhood standards in Language/Literacy and Math to six (6) FACE programs. The piloting of standards at the conclusion of the pilot process will include further development of standards to be utilized by all FACE programs. The Contractor will provide training to early childhood personnel utilizing developmentally appropriate research based best practices on readiness skills necessary for successful Kindergarten entry. The Contractor will provide training to all Adult Education personnel using the Equipped for the Future, and key experiences for intergenerational, low literacy skilled American Indian adults to obtain a High School Equivalency, General Education Diploma, or college entrance/continuation. The Contractor will provide training to eight outstanding FACE programs in the Reale Book, technology component for various staff members of the FACE teams. The Contractor will provide early childhood standards in Language/Literacy and Math to 7-8 outstanding FACE programs as piloting of these standards. The Contractor will participate in quarterly teleconference calls (1 hour in length) with twelve (12) FACE programs that require additional Technical Assistance. These programs are either in a program Concern/Alert or Probation status within the year. Additional on-site technical assistance may be provided if necessary. OBJECTIVE 3: Deliverables Provide the BIA-OIEP a final report which utilizes information to determine the effectiveness of the FACE program including recommendations for each programs improvement. The Contractor will furnish a final narrative report based on the technical assistance provided that includes challenges, and recommendations for FACE program implementation. The contractor will provide technical assistance reports for each program based on on-site technical visits citing program strengths, concerns and recommendations etc. The format of these reports will meet the required format and needs of OIEP. The contractor will coordinate/collaborate and communicate with OIEP, Early Childhood office on program direction, protocol, etc. via telephone, teleconferences, telefax and other. The Contractor will meet with OIEP, Early Childhood staff at least quarterly to discuss program and other special meetings as necessary to the project. The Contractor will provide OIEP with all data and reports via CD OIEP will remain the sole proprietor or all information, schedules, documents, data, etc. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and past performance, when combined, are more important than cost or price. Proposals will be evaluated by the contract officer representative. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. An addendum to this provision is applicable, in which the term offeror, whenever it appears, shall be replaced with the term quoter. Quoters are required to submit completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotes along with a DUNS Number. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statures or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. Required Central Contractor Registration and FAR clauses 52.219-6, Notice of Total Small Business Set-Aside and, Department of the Interior Acquisition Regulation (DIAR) 1452.226-70 Indian Preference, DIAR 1452.226-71 Indian Preference Program, DIAR 1452.204-70 Release of Claims are applicable.
