This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov, http://www.fedbizopps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. Offerors are encouraged to access information also available on the NSWC Crane Division Web site at http://www.crane.navy.mil/supply/homepage.htm. The Naval Surface Warfare Center has a requirement for software and hardware to control a two axis AZ (azimuth)-EL (elevation) hemi-spherical scanner. The scanner is a unique design for a near-field scanner. The azimuth axis is an H-frame that carries and rotates the vehicle-antenna combination. The elevation axis is a large gantry arm (driven by a jack-screw) that moves a radio-frequency (RF) ortho-mode (2 channel) probe in elevation about the vehicle antenna combination at an approximate 35 foot radius from 0 degrees elevation (flush with the ground) up to 90 degree elevation (vertical and directly above the vehicle/antenna). The contractor shall provide the rotary positioner, motor, encoder, and related electronics for the azimuth axis (H-frame). The government shall provide the elevation axis arm and related motor, encoder, electronics, and the RF measurement equipment as government furnished equipment. This requirement is anticipated to result in a firm fixed price contract. Delivery will be FOB Destination, Federal Bureau of Investigations (FBI) Engineering Research Facility (ERF), Quantico, VA 22135 within 1 year of date of contract. Inspection and acceptance will be at destination by FBI-ERF/government personnel. Solicitation N00164-06-R-8960 for modified commercial items will be issued on a full and open competition basis. In order to be eligible for award of this contract, vendors must have a secret facility security clearance and personnel must have secret security clearances for installation and training purposes. The solicitation will be available on or about 26 May 2006 at the following address: http://www.crane.navy.mil.supply/announce.htm. Estimated closing date is on or about 23 June 2006. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the Point of Contact (POC) at NSWC Crane.
