Description
The United States Environmental Protection Agency (EPA), Office of Water (OW) has a requirement for economic, environmental, regulatory and technical analyses. The Contractor shall render analyses and reports that primarily provide technical support for the effluent guidelines and related programs. The contractor shall perform tasks as specified by individual work assignments issued by the Contracting Officer. The contractor must possess the capability to provide multi-purpose, multi-tasked products, often on a quick turn around basis to meet the EPA?s ambitious schedules. The effluent guidelines program is responsible for setting the nation?s technology based standards for industrial pollution control. The Clean Water Act requires EPA to publish a plan every other year that describes the Agency?s approach to revising or developing effluent guidelines over the coming years. This drives OW?s need for support to be delivered by a highly capable contractor with the breadth and depth to furnish the most available highly capable expertise in the fields of economic analysis, financial analysis and environmental assessment. The contractor shall perform tasks as specified by individual work assignments issued by the Contracting Officer in some of the following program areas: industrial effluent limitations guidelines and standards, water quality standards (including contaminated sediment, multimedia analysis, pollution prevention (measurement of economic benefits of source reduction and recycling for regulatory and non-regulatory options considered by EPA), economic and market incentives, treatment and disposition (sewage sludge and industrial sludge), water permits and pretreatment standards analysis (including enforcement and compliance), other OW projects (drinking water, ground water, waste water), Administrator?s priorities (common sense initiative, environmental justice, emissions trading, market incentives), economic methodologies, environmental benefits analyses (including environmental assessments, estimation of monetized and non-monetized benefits, use and non-use benefits), statistical analyses (including design and administration of surveys, database management and statistical data analysis), training (expertise to provide training or develop materials for the implementation of effluent guidelines or other OW initiatives), risk analyses (human health and aquatic life), small business analysis, and technical support for litigation activities on existing and future effluent guidelines actions. Support is required in the areas of: (A) Economic Analysis and Support, (B) Environmental Assessment, (C) Data Collection, Analysis and Management, (D) Technical Support (collection/preparation of reports, review and analysis of public comments, multi-media and pollution prevention issues, legislative analysis support, technical support for litigation, (E) Outreach and Training support, (F) Contract Activity Information Technology Support, (G) Environmental Justice regarding differential patterns of subsistence consumption of fish and wildlife, and (H) Quality Management Plan. The proposed contract type will be Cost Plus Fixed Fee, Level of Effort. The proposed contract will have a base period consisting of 12 months, with five (5)twelve month option periods for a total potential performance period of 72 months or six (6) years. The base and each option period will consist of 10,000 direct labor hours with options for an additional 40,000 direct labor hours in each period. This acquisition is being solicited on a full and open, competitive basis. The solicitation is expected to be released September 2006. The applicable NAICS code is 541614, and the size standard is $6.5 million. The solicitation will be posted on the Internet. It may accessed at EPA?s website (http://www.epa.gov/oam/cinn_cmd). No list of offerors will be maintained. It is not necessary to submit a written request for the solicitation. It is the responsibility of prospective offerors to frequently check the designated EPA website for updates or changes.
