- Modification #2 is hereby issued to make the following changes. Procurement # PR-NC-06-10267 is being divided and will be processed as two separate efforts, PR-NC-06-10267 and PR-NC-06-10527, with two separate solicitations being issued as indicated by the revisions below. PR-NC-06-10267 will be processed as a full and open competition. PR-NC-06-10527 will be processed as a 100% small business set-aside. This notice will also be issued under PR-NC-06-10527. Other changes are in bold print below. The U.S. Environmental Protection Agency (U.S. EPA) has a requirement for Support for the Metals, Minerals, and Energy Sector. With the finalization of the Integrated Urban Air Toxics Strategy in July of 1999, the EPA introduced and outlined its ?risk-based? air toxics program, which includes both regulatory and non-regulatory programs and actions. In addition, the Integrated Urban Air Toxics Strategy lists the goals of the EPA?s air toxics program, which are as follows: (1) reduce the incidence of cancer attributable to exposure to hazardous air pollutants by 75% nationally; (2) reduce national non-cancer risks substantially; and (3) address risks which are disproportionately posed on specific subpopulations and geographic areas. In order to accomplish these goals, the EPA has integrated its air toxics program into four components. The first component is source specific regulatory programs. This component includes the development of MACT standards under section 112(d), MACT or generally available control technology (GACT) standards 112(k), residual risk standards under 112(f), and other standards to regulate emissions of air toxics from specific sources. The second component includes national, regional, and community-based initiatives which focus on multi-media and cumulative risk, such as the Great Water program and EPA?s persistent, bioaccumulative, and toxic chemicals (PBT) initiative. The third component, National Air Toxics Assessments (NATA), will provide quantitative estimates of the health risks associated with air toxics on a variety of geographic scales ranging from national-scale assessments to local-scale analyses. The fourth and final component of EPA?s air toxics program is education and outreach. The purpose of these contracts is to provide support for the first component, source specific regulatory programs. The source specific regulatory component of the EPA?s air toxics program includes the development of technology-based standards for both major and area sources, residual risk standards, as well as, other standards development activities. Based on the division of this effort into two parts (PR-NC-06-10267 & PR-NC-06-10527,) EPA anticipates the award of two (2) cost-plus fixed fee level of effort type contracts with a base period of performance of six (6) months, with four (4) additional twelve-month option periods. The total duration of the proposed contracts is fifty-four (54) months. The contract resulting from PR-NC-06-10267, is to be awarded on the basis of full and open competition, and will consist of 5,000 base quantity labor hours and 15,000 optional quantity labor hours for the base period plus 10,000 base quantity labor hours and 30,000 optional quantity labor hours for the four option periods. For the contract resulting from PR-NC-06-10267, the total contract maximum is 180,000 labor hours. The contract resulting from PR-NC-06-10527, is to be awarded as a 100% small business set-aside, and will consist of 5,000 base quantity labor hours and 15,000 optional quantity labor hours for the base period plus 10,000 base quantity labor hours and 30,000 optional quantity labor hours for the four option periods. For the contract resulting from PR-NC-06-10527, the total contract maximum is 180,000 labor hours. Neither effort is a follow-on effort. The associated North American Industry Classification System (NAICS) code is 541620 with a size standard of $6.5M in average annual receipts over the last three years. There are no changes to the published draft Statement of Work (SOW), draft evaluation criteria, and Conflict of Interest (COI) clauses which can be reviewed at EPA's website at http://www.epa.gov/oam/rtp_cmd. The solicitations are scheduled to be issued on or around June 9, 2006. Proposals will be due approximately 30 calendar days after issuance of the solicitation. The solicitations and amendments will be available via the World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitations and amendments via the Internet. If you obtain a copy of the solicitations via the Internet, it will be your responsibility to frequently check the same site where the solicitations is are posted to ensure that you have the most up-to-date information about these procurements. Telephone and FAX requests will not be honored. All responsible sources may submit a proposal which shall be considered by the Agency. The Government is not obligated or committed to award any contracts as a result of this notice. See Note 26.
