SOLICITATION ISSUANCE DATE: May 25, 2006 CLOSING DATE: June 8, 2006; 12:00 noon EST Subject: USAID/Washington Solicitation for U.S. Personal Services Contract (USPSC) The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from U.S. citizens interested in providing the personal services described in this solicitation. Submissions shall be in accordance with this request for proposal and at the place and time specified herein. Interested applicants must submit: (i) his/her most current curriculum vitae or resume; (ii) signed form OF 612, Optional Applications for Federal Employment; and (iii) three references, who are not family members or relatives, with telephone and email contacts. POSITION DESCRIPTION: USAID DEVELOPMENT OUTREACH COMMUNICATIONS OFFICER TITLE OF THE POSITION: Public Health Advisor for Performance Monitoring Summary of the Program The Office of Strategic Planning, Budgeting and Operations (GH/SPBO) serves as the staff office for the Bureau?s Assistant Administrator and the primary locale for the strategic planning, budgeting, programming and procurement for Bureau activities. The office supports efforts to monitor and promote the effectiveness of programs and the achievement of Bureau objectives, and is integrally involved in performance monitoring and program evaluation. The Public Health Advisor for Performance Monitoring shall provide guidance and coordinate research and analysis for measuring program performance and understanding national, regional, and global trends and their implications for USAID programs. Position Location and Supervisory Controls The incumbent of this USPSC position will be located in the Ronald Reagan Building, Washington, DC in the Bureau for Global Health, Office of Strategic Planning, Budgeting, and Operations, and report directly to the Chief, Division of Strategic Planning and Budgeting. S/he is expected to exercise independent professional and managerial judgment and manage relationships and assignments with minimal supervision, but with regular consultation and coordination with the Division Chief. Major Duties and Responsibilities The PSC will serve as the CTO for the Analysis, Information Management and Communications (AIM) Activity. The AIM Activity is intended to serve as a resource for the Bureau for Global Health (GH) and the international public health community in the provision of critical information on HIV/AIDS and infectious diseases, among other things. Research and analysis of information and data from GH programs and projects, external public health initiatives, and AIM-originated research provides validation of the efficacy of ongoing programs and projects, informed input for future resource allocations, and reliable information/data to be used by USAID and the international public health community in strategic planning to address HIV/AIDS and infectious diseases. Additionally, the AIM Activity intends to ensure the dissemination of such information and data, as well as information on results achieved by GH programs and projects. Key responsibilities include: Provides management and oversight of the Analysis, Information Management and Communications (AIM) Activity. The PSC Public Health Advisor for Performance Monitoring prepares or coordinates preparation of reports, briefings, conferences, publications, training, and other means of promoting wide understanding of improved knowledge and methods that impact on monitoring and evaluation; manages related financial, personnel selection, team-building, reporting, communication, and program documentation processes; and coordinates the development and maintenance of databases and practical indicators on trends in global health. Provides support to the field as Country Coordinator and serves on a country team. Serves as the USAID/Washington authority on the PHN program, sector and country context; represents Mission PHN program and interests in Washington; ensures mission technical support needs are identified in advance and met. Assists with health sector strategy and program development, implementation, and monitoring and evaluation in AID/Washington and in the field. This includes improving the collection and dissemination of demographic and health-related data for program monitoring and evaluation; disseminating policy relevant information to key leadership groups; and supporting operations research for health information systems, surveillance, and policy decision-making. Establishes close working relationships with the staff of the Bureau for Global Health and regional and other bureaus in USAID, CDC, World Bank and other agencies involved with monitoring and evaluation activities. Qualifications and Ranking of Applicants: Qualifications (80%) (30%) Demonstrated knowledge of, and creativity in, the application of social science and other analytical tools to assess, document, and track progress and programs in the health and related sectors; (30%) Successful relevant experience as a U.S. Government COTR (Contract Officer?s Technical Representative, or equivalent), and/or management experience of a similar information program/project. (10%) Demonstrated knowledge of the Federal statutes, regulations, policies and operational issues as they relate to procurement, grants, cooperative agreements and contract management. (10%) Successful experience working effectively with senior officials and staff in the U.S. and other governments, international organizations, non-governmental organizations, the private sector, e.g., securing cooperation and/or influencing decision making. Education (20%) A master?s degree in Public Administration, International Development, Foreign Affairs, or related field. Substantial relevant experience may be considered in lieu of master?s degree. However the applicant must provide a separate written statement how the experience was relevant and how many years in the position. An undergraduate degree in Social Sciences or health-related fields. Guidelines Guidelines consist of foreign assistance legislation, Federal laws, and USAID policy, directives and sector strategy papers, overall USAID objectives relating to the assistance of international, regional, and national health services organizations and systems. Guidelines are generally very broad and often require extensive interpretation. Where guidelines may be unclear, absent or conflicting, the incumbent identifies the appropriate approach to accomplish tasks assigned. Contacts and Purpose of Contacts The PSC will develop close working relationships with USAID personnel involved with implementation of health programs and liaise with appropriate staff of CDC, Bureau of the Census, World Bank and other agencies involved with monitoring and evaluation of health programs. The purpose of these contacts is to provide technical assistance and consultation, evaluate program activity, and to assess the relative value of programs based on established criteria, goals, and objectives in support of agency missions. TERM OF PERFORMANCE The starting date for the position is as soon as possible. The contract will initially be for one year, subject to availability of funds, with an option to be extended on a year-to-year basis. Exercising options will depend on the continuing need for services, availability of funds, overall job performance and the needs of the Bureau. This position is a GS 14 equivalent. The actual salary will be negotiated depending on qualifications and previous salary history of the successful candidate.
