Description
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Office of Emergency Management and Homeland Security program, located in Riverdale, Maryland has a requirement for services that involve the following: Using search terms provided by the government relevant to animal and plant health, including agricultural pest and disease outbreaks worldwide, to search and glean information from a wide variety of international and domestic sources, both in English and in foreign languages, including the internet, news feeds, listserves, etc.; providing easy-to-read, user-friendly summary reports on the relevant information collected, attaching and/or referencing source articles/documents where relevant information includes who, what, when, where, and how; providing these reports weekly (at a minimum) or daily, via email and posted on a secure website; having previous experience with open source information collection and organization (not necessarily analysis) and references for such; generating reports within 5 business days of receiving the search terms; providing translations of foreign language sources when requested and providing full source articles upon request. These services may be required for a period of up to five years beginning on or about July 1, 2006. The Government intends to award a competitive commercial contract resulting from the pending solicitation using trade-off evaluation procedures. The applicable NAICS code is 541990 with a size standard of $6.5 million. This requirement will utilize full and open competition, no small business set-asides apply. Offers from large businesses will be required to provide a small business subcontracting plan for approval. All responsible sources may submit a proposal which shall be considered by the agency.
