- This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number: FBO-DVL30823 is issued as a Request for Quotation (RFQ). This procurement shall be solicited under the Simplified Acquisition Procedures (SAP) and is a small business set-aside. The North American Industry Classification Code (NAICS) code is 339111. The USDA, Animal and Plant Health Inspection Service, (APHIS), National Veterinary Services Laboratory (NVSL), Ames, IA intends to procure one (1) Newman Model NV2/A fully automatic labeling system or EQUAL. Minimum specification: 1. Must be a fully automatic labeling system. 2. Must be compatible with Cozzoli capper, Model CM60A 3. Must be able to apply pressure sensitive labels to containers in sizes 10-150mm diameter and are within 10-150mm high by 10-100mm long. 4. Specific requirement for pressure sensitive labels for use on 2 and 10ml vials. Each vial must be labeled with the same size label. 4. Machine speed ? up to 150 containers per minute. 5. Computer and thermal transfer printer capable of printing text online with the labeling operation. 6. 304 Stainless steel machine support frame. 7. Conveyor with adjustable guide rails and independently adjustable variable speed control. 8. 110 Volt, 1 phase. This solicitation document incorporates provisions and clauses which are in effect through the most current Federal Acquisition Circular. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. RESPONSES SHALL INCLUDE technical specifications, descriptive material, literature, brochures and other such information which demonstrates the capabilities of the offerors equipment. Offers shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is June 13, 2006. Offer shall include 52.212-3 representations and certifications which may be submitted from website: http://orca.bpn.gov. All responsible sources may submit a quotation which shall be considered by the Agency.
